I used to create many URLs similar to yours. For example: https://maps.google.com/url?sa=t&url=https://duandigi.com. And my website experienced a severe drop, with the GSC graph showing impressions and traffic plummeting rapidly. It’s very likely that Google penalized it. You might not believe it, but I implemented around 2,000 links like that.
I don't think this type of link should be used.
