Geo-tagging using cookie - Is it Good or Bad for Rankings

We have a fairly large site which does a cookie-based 302 redirect to the the specific city page if someone types in the Home page URL. Though if the cookie is not available (first time user) it goes to the Homepage and asks user to select the city as our services are city specific. Everything is working fine with this setup.
Though our tech team now wants to display the contents of city page on homepage URL itself if the cookie is available without 302 redirecting to new URL. Though no-cookie available scenario remains unchanged.
Technically, I think this change should work fine without any ranking issues as still the first time users see the actual homepage as does Googlebot.
Please confirm possible issues in rankings with this change from your experiences as based upon city present in the cookie homepage will display different content.

As long as the no-cookie variations stays the same, I don't see much practical difference. Either way, the default behavior is equivalent, and users see different content based on geo-location. What Google sees should be essentially the same, and any human editor who looks at the page should realize this is geo-tagging and not any kind of cloaking or deceptive practice.
That said, I haven't used this specific tactic, so I'll leave the question open for discussion if community members want to chime in.

more information for Google. The format of these title tags are: Name + Colour + Rug Type + Origin Name = for people searching for the name of the rug
Color = people searching for a specific color
Type = The type of rug (e.g. normal or designer)
Origin = Where the rug is for. So this title will cover people searching for: People searching for designer rugs, the specific colour and also where it comes from. This then results in the title tag going way over 60 characters - around 80-90 characters. -- Would it be wise to try and shrink it down to under 60 characters, and what would be a good approach to do this? Are ALL CAPS construed as spamming if they are used in a meta description tag call to action?
I know this seems like an old school question. As a long time SEO I would never use ALL CAPS in a title tag (unless a brand name is capitalized). However I recently came across a Moz video about creating better calls to action in the meta description tags. Some of the examples had CTAs that were using all caps (i.e. CALL NOW! or LOWEST QUOTES!) I realize there is a debate about the user experience implications. However I'm more concerned about search engines penalizing websites that are using ALL CAPS CTAs in their meta description tags. Any feedback/advice would be appreciated. Thanks

Ranking Suggestions
Hi There, I am currently working on this site: completesteamclean.ca to rank as high as possible for "carpet cleaning windsor" on Google.ca and I can't seem to make any head way against the other websites ranking. I've optimized the page, created social media accounts for activity, even invested in Google Adwords and Facebook ads to try to boost my presence. Does anyone have any suggestions on any tactics/revisions I can make that may help boost my site?

Removing Bad Links
Hi all, I am in the process of conducting a Link Audit and I am faced with quite a lot of seemingly poor quality examples, such as; http://gotogetaways.com/tag/cunard/ http://jobhiringlocalandabroad.blogspot.com/p/job-hiring-for-cruise-liner-orchestra.html http://lumukixu.xlx.pl/p-o-cruises-aurora.php To me these should be removed \ disavowed but I am getting a little resistence from stakeholders regarding the amount of links I am seeking to rid ourselves of - all are of a similar quality to my examples above... Geo-targeting
Hi all, If I had a global domain but with local country pages on it, i.e. xxxx.com/uk/xxxx xxxx.com/usa/xxxxx xxxxx.com/au/xxxx What's the best way to ensure that the relevant country gets the relevant pages. I.e. the /uk/ pages show in the UK, /usa/ pages in the USA, /au/ pages in Australia. etc. etc. Is this a Google Webmaster tools setting? Thanks!

Creating 100,000's of pages, good or bad idea
Hi Folks, Over the last 10 months we have focused on quality pages but have been frustrated with competition websites out ranking us because they have bigger sites. Should we focus on the long tail again? One option for us is to take every town across the UK and create pages using our activities. e.g. Stirling

Stirling Clay shooting We are not going to link to these pages directly from our main menus but from the site map. These pages would then show activities that were in a 50 mile radius of the towns. At the moment we have have focused our efforts on Regions, e.g. Paintball Scotland, Paintball Yorkshire focusing all the internal link juice to these regional pages, but we don't rank high for towns that the activity sites are close to. With 45,000 towns and 250 activities we could create over a million pages which seems very excessive! Would creating 500,000 of these types of pages damage our site? This is my main worry, or would it make our site rank even higher for the tougher keywords and also get lots of traffic from the long tail like we used to get. We've had a lot of success using Raven Tools, as well as some other tools for SERP Rankings for our clients; however, most only go down to the country level. We're researching into some good hyper local trackers (down to the city/zip level). Does anyone have any suggestions?
