Why doesn't Google find different domains - same content?

I have been slowly working to remove near duplicate content from my own website for different locals.
Google seems to be doing noting to combat the duplicate content of one of my competitors showing up all over southern California.
For Example:

The competitor is getting high page 1 listing for massively duplicated content across web domains.
Will Google find this black hat workmanship? Meanwhile, he's sucking up my business.
Do the results of the competitor's success also speak to the possibility that Google does in fact rank based on the name of the url - something that gets debated all the time?

As EGOL says, it isn't black hat.
It may be duplicate
If you think google cares about duplicate content on different domains, find an Associated Press story, then search for that headline.
You will find it on 100 sites. If google cared about duplicate content on multiple sites, none of those would show up in the serps.
However, and there is always a however... if they don't like your site for some other reason, they may bury your site in the results if you have duplicate content that appears on other sites.

I don't think that this is "blackhat". It is simply duplicate content that has a low chance of being filtered because it is on different domains which do not compete for identical keywords. Also, different phone numbers are used.
If you think that this method is highly effective you can do it too.
But, if you do it, you will still face the challenge of getting those sites to the top of the SERPs where there is a little competition. And, you will have some duplicate content risk.
If you have all of your different communities on the same domain you have an advantage on this company because you only have one domain to promote and any links that you get into that domain will benefit each of those communities all on one site.
Honestly, it sounds like your root problem is that you are unhappy that you must write unique content for each community. Maybe you should hire someone to do it for you? Or, if you are a real expert, why not write it yourself and give lots of useful information that might impress your potential clients and attract links? If you really want to smoke those guys maybe that's what you should do?
Just saying... if you do that you will still need offsite SEO to beat these guys. IMO they did some work to get these positions and you will have to match/defeat them.

And, you are correct, Google currently seems to give a little bonus for keyword domains. It's not that great of an advantage. If you think that it is effective you can go out an buy a bunch of them and do the same thing as this guy is doing.

If I was in your shoes I would be busy writing my content and looking for potential links in each community where you want to compete. You have the more effective strategy IMO, but you have not earned your SERPs yet.

Why google is catching my website late
Hello, I hope you all guys are doing great. Recently, I published my over my website and within almost 10 mins, it was indexed completely and I also personally checked it in google search console. The URL was indexed but the problem is, it does not appear in Google Search. Different site behind the flag
Hello, I am in a very complicated situation. I have a site in Itaian which is targeted in Italy by webmaster tools so the majority of the organic traffic comes from there and everything is fine. However this site got a link from a major international site. So now I get traffic from all over the world but I can't take advantage of it. From the Italian traffic I get from this site I see high pageviews numbers and many minutes in average visitor time. The problem in this situation is that for many reasons this website cannot be translated so I can put many language choices in this site. I want to ask, If I put, let's say an English flag in top of my site, that will indicate the English language, but instead of the user to see an English version of the site he/she will be redirected(no follow link) to another site of the same content in English, will this violate any of Google's guideline or hurt the seo of the original site? Should you include keywords in your domain name to rank well on Google Places?
Is it okay to include keywords in your domain name (as well as business name) to rank well on Google Places? In my opinion, this is very spammy and the sites using this technique will be slapped by Google sooner or later.

Domain authority - Low quality links
I have a question I hope people can help me on. it is my intention for my next project to focus on domain authority, and a small number of high quality links. I have a couple of scenarios I would appreciate some advice on: 1. Can lower quality links lower domain authority? 2. Would you avoid links from low quality sites no matter what \ what domain authority levels should you avoid links from. 3. Should I be looking at link profiles of the sites I get links from. Does it matter if a site I get a link from has 1000's of spammy links (i.e. something to look out for when doing guest blogging). 4. Should I avoid directories no matter what, or is high pr \ domain authority directories ok to use, if I end up on a page of other relevant directory submissions related to my niche. Essentially, my aim is to have high quality links, but equally, there are some decent sites on the fringes that I will need to consider (based on a competitors link profile I researches).

Switching site content
I have been advised to take a particular path with my domain, to me it seems "black hat" but ill ask the experts: Is it acceptable when one owns an exact match location domain eg london.com, to run as a tourist information site, gathering links from wikipedia,bbc,local paper/radio/sports websites etc, then after 6 - 12 months, switch the content to a business site? What could the penalties be? Please advise...

My website disapeared from google rankings, please help?
Our website url is http://www.phoria.com Around January 16th we disappeared from google for the keyword 'kratom' We were on page 3 for the longest time. We have no critical messages in webmaster tools however I did notice most of our links seem to be website directory links.We still rank for a couple terms like buy kratom on page 6.I think a google update occurred around this time so I've read however if we had a variety of links that went against google guidelines wouldn't we have received a message stating so in Webmaster Tools?This month has been very confusing to say the least.
