Strange indexing of multi language site

I've been looking at a site which has a strange ranking/indexing issue.
The website has several translated versions of the site for different languages and these translated pages seem to be outranking the UK pages in the UK search results.
All of the translated pages are in sub folders, eg
I cant work out how or why Google would see these pages with non english content as more relevant than the UK pages?
One thing I did notice is that there are no meta language tags on there. Could this be the issue?

I don't know why they would outrank but the simplest solution would be to add the hreflang tags to make each search engine see the right domain - that should give /uk a better ranking on google.co.uk and /es rank better on Google.es
Getting the correct hreflang setup should help you on all the different Google variations.

Rel language
This site ranks well in the States and Austraila. Would rel language tags help with search for both states? https://www.dinkleboo.com/ Separating duplicate content. Or how would you go about increasing ranking? The site ranks higher in the states than Austrailia but they want to increase their presence in AU. US Position 4.9k AU Position 1.3

Links to my site still showing in Webmaster Tools from a non-existent site
We owned 2 sites, with the pages on Site A all linking over to similar pages on Site B. We wanted to remove the links from Site A to Site B, so we redirected all the links on Site A to the homepage on Site A, and took Site A down completely. Unfortunately we are still seeing the links from Site A coming through on Google Webmaster Tools for Site B. Does anybody know what else we can do to remove these links?

SEO - is it site or page
Hi When we're talking about SEO does the search engine only look at the whole site in general or do they look at the individual page when we're talking about SERP? So if you have a keyword "my search term" Does the search engine look at the site first or the page with the term on then rank you or is it the page then the site.

Traffic down after site migration
Hi! I've been working on a campaign for http://www.alwayshobbies.com/, which has seen a 35% in drop in traffic since changing ecommerce platforms. It's now been two months, but there is no sign of recovery. We are in the middle of cleaning up the link profile as part of a resubmission request, but that has been ongoing since before the migration. A lot of redirects were needed after 10k 404s appeared in Webmaster Tools after the new launch, but these have been reduced to around 500. We've been pretty thorough here, but I thought it would be worth checking in case there's something we've missed.

Our Site's Content on a Third Party Site--Best Practices?
One of our clients wants to use about 200 of our articles on their site, and they're hoping to get some SEO benefit from using this content. I know standard best practices is to canonicalize their pages to our pages, but then they wouldn't get any benefit--since a canonical tag will effectively de-index the content from their site. Our thoughts so far: add a paragraph of original content to our content link to our site as the original source (to help mitigate the risk of our site getting hit by any penalties) What are your thoughts on this? Do you think adding a paragraph of original content will matter much? Do you think our site will be free of penalty since we were the first place to publish the content and there will be a link back to our site? They are really pushing for not using a canonical--so this isn't an option. What would you do?

Freshness Index?
Hi, I've been a member for a few months but this is my first entry. I typically build small portal websites to help attract more customers for small business approx. 5-7 pages and very tightly optimized around one primary keyword and 2 secondaries. These are typically very low competition. I do no link building to speak of. I don't keyword stuff or use poorly written content. I know that may be subjective but I believe the content I am using is genuinely useful to the reader. What I have noticed recently is the sites get ranked quite well to begin with e.g. anywhere from the bottom half of the first page to page 2-3 and they stick for maybe 2-3 weeks, and the client is very happy, they then just vanish. It's not just the Google dance either these sites don't typically come back at all or when they do they are 100+ I was advised this was due to the freshness index but honestly these sites are hardly newsworthy...just wondering if anyone had any ideas? What on-page/site optimization techniques can I utilize to improve this site (http://www.paradisus.com/)?
I use a Search Engine Spider Simulator to analyze the homepage and I think my client is using black hat tactics such as cloaking. Am I right? Any recommendations on to improve the top navigation under Resorts pull down. Each of the 6 resorts listed are all part of the Paradisus brand, but each resort has their own sub domain.
