What is the best practice to optimize page content with strong tags?

For example, if I have a sub page dedicated to the keyword "Houston Leather Furniture" is it best practice to bold ONLY the exact match keyword? Or should ONLY the words from the keyword (so 'Houston' 'Leather' and 'Furniture')
Is there a rule to how many times it should be done before its over-optimization?
I appreciate any information as I want to do the BEST possible practice when it comes to this topic.

Honestly, I would spend the time on off-page factors as I do not believe these tags are weighed that heavily anymore.
As long as the kw string on these pages seems natural and not "overdone" you should be fine.

This is something i stopped doing since i felt it probably had very little impact and could make the page look over optimized.

Canonical Tag Question Regarding Two State Pages
Hi Moz Fam! Question... we have two pages for each state. Both pages are used in our PPC campaigns. One of the two state pages is fully optimized for organic search. The page that's optimized for organic has 1,500-2,000 words, the other one has thin content. All the content is unique, nothing duplicate. We call one set of state pages that I optimized my SEO state pages, then the other ones are our PPC state pages. Should I be setting a canonical tag to one of these pages to let Google know which one is the "master" page? (My SEO state page is the master) I've never used them, so I'm not sure what the right answer is for this. Thanks!

Blog Content Displayed on Multiple Pages
We are developing an online guide that will provide information and listing for a few different cities in Canada and the US. We have blog content that will be pulled into each different city's blog articles page. Some articles are location agnostic and can be displayed for any city, and other articles will only be city specific, and only appear under a particular city. www.mysite.com//blog/seattle/article1

Optimizing unique pages with almost identical products?
Hi all, I work in a space where we have many products (specifically components and transistors) that are almost identical minus one or two changes in voltage, die size, etc. I'm curious if others in the tech / manufacturing space have had to tackle this issue? There are only so many ways to describe 5-6 products that are identical save one feature. My gut tells me to offer up more head terms in the title tags to draw searchers and get specific in the meta descriptions, but I'm open to ideas.

Should We Add the W3.org Language Tag To Every Page Or Just The Home Page?
Greetings, We have five international sites around the world, two of which are in difference languages. Currently we have the following line of html code on the home page of each of the sites: Clearly, we need to change the "en" portion for the sites that aren't in English, but, should we include that meta tag in each of the site's pages, or will the home page suffice. How best to optimize for a law firm that specializes in 3 different areas
I realize the importance of keyword research and finding keywords where there IS demand and not TONS of competition and optimizing your title and descriptions etc AND content on the different pages for those same specific keywords.......... But.... What do you suggest I do to BEST optimize a site for a law firm that handles family law (divorce), bankruptcy AND criminal. It's one firm with 3 attorneys who specialize in different areas. I know SEO is challenging and ever changing and I read and study and have made significant, noticeable, improvements for some sites but I have to admit this is over my head.
