Are Silos Still Important for SEO?

I am in the process of migrating www.nyc-officespace-leader.com from Drupal to Wordpress and my developer is of the opinion that it is not necessary to implement silos to achieve favorable ranking for competitive keywords.
I know a lot has changed in the last two years with Panda and Penguin. Is it SEO best practices to implement silos in the course of the redesign? Will this make a significant difference for SEO?

Silos do several things that make them valuable IMO:
First they allow you to control how pagerank(ranking potential) flows throughout your site.
They allow users to navigate your site much easily(imagine trying to navigate amazon if it wasn't in silos)
It makes internal linking easier because then you don't have to stretch to find a legit way to link all the pages within a silo
You can focus on specific keywords or keyword categories
Those are a few of the benefits. So yes I think they are still really valuable.
P.S. the majority of updates have been punishing people who are trying to game the system through content farms, anchor, texts, and other linkbuilding tactics. Good information architecture is still good information architecture.

In my personal experience I always find silos a positive strategy as long as its not natural and not overblown. I think it makes a user's experience more concentrated and in turn will help your on site time and make it easier for you to build links for a specific term.

Multilingual SEO subdirectories structure
Hi, I have to optimize a domain for Google for 3 languages (.com with subdirectories)(Dutch, German and English) content is only served on domain.com/nl, .com/de and .com/en NO CONTENT is served on domain.com.

SEO - is it site or page
Hi When we're talking about SEO does the search engine only look at the whole site in general or do they look at the individual page when we're talking about SERP? So if you have a keyword "my search term" Does the search engine look at the site first or the page with the term on then rank you or is it the page then the site.

SEO Company that bills on results?
After having bad experiences with a few seo and ppc companies, I would like to find a company that operates on the premise that they should get paid for producing results instead just for signing a contract. I'm not thinking that any payment is contingent results but that a large portion of the billing is. I also know that it can take several months to get to an seo goal so I'm not taking a "you have one month to fix our site or we don't pay" approach. Is there a company out there that has enough confidence in their white-hat processes that they actually back their services with some sort of guarantee?

SEO Strategy for Microsite
I am working on a project to build a microsite of sorts that will represent a joint program between two large organizations with established web presences and strong domains. Each of the organizations has dedicated sections on their sites speaking to the program, but the leadership has decided the joint program deserves it's own site with dedicated content. The two larger sites perform very well for SEO, and I don't necessarily want to jeopordize thir rankings by delivering content that competes directly with them. So I am doing some keyword research to find some opportunities that will alllow me to use the new site to target keywords not yet being captialized by the larger sites. My grand scheme is to have the three sites targeting the broadest array of keywords possible, thus maximizing exposure and avoiding competition. Here is the rub: the content between the three sites will be different but very similar, and there will be plenty of cross linking, especially from the existing sites to the new site, as we grow the brand of the joint program. I'm curious to here some expert opinions on what the puitfalls of the strategy are and what are some of the things I can do to avoid falling in the black hat category - I recognize that proliferating sites around a single topic and cross linking them is black hat. The organizations simply want to build a brand around a joint program and we are striggling to do that without a dedicated website.
