SEO Strategy for Microsite

I am working on a project to build a microsite of sorts that will represent a joint program between two large organizations with established web presences and strong domains. Each of the organizations has dedicated sections on their sites speaking to the program, but the leadership has decided the joint program deserves it's own site with dedicated content.
The two larger sites perform very well for SEO, and I don't necessarily want to jeopordize thir rankings by delivering content that competes directly with them. So I am doing some keyword research to find some opportunities that will alllow me to use the new site to target keywords not yet being captialized by the larger sites. My grand scheme is to have the three sites targeting the broadest array of keywords possible, thus maximizing exposure and avoiding competition.
Here is the rub: the content between the three sites will be different but very similar, and there will be plenty of cross linking, especially from the existing sites to the new site, as we grow the brand of the joint program.
I'm curious to here some expert opinions on what the puitfalls of the strategy are and what are some of the things I can do to avoid falling in the black hat category - I recognize that proliferating sites around a single topic and cross linking them is black hat. The organizations simply want to build a brand around a joint program and we are striggling to do that without a dedicated website.

I would want the joint site to be the treasure of content. Each of the organizations would write a unique press release suitable for their respective audiences, publish those releases on their main sites and link them to the microsite. If this is a joint effort then they should not need a lot of ego thumping on their own sites.

International SEO
Hi all, The company that I work for is planning to target some french (and some other foreign) keywords. The thing is, in our industry, you can't just hire someone to translate the content/pages. The pages have to be translated by an accredited translator. Here's the thing, it costs a LOT of money just to translate a few thousand words. So, the CEO decided to translate a few of our 'core' pages and SEO them to see if it brings results. My questions are, would it be possible from a technical point of view to simply translate a few pages? Would that cause a problem for the search engine crawlers? Would those pages be 'seen' as duplicates? Thanks in advance guys!

Subdomain vs root which is better for SEO
We run a network of sites that we are considering consolidating into one main site with multiple categories. Which would be better having each of the "topics / site" reside in subdomains or as a sub-folder off of the root? Pros and cons of each would be great. Thanks, TR

Majestic SEO - Neighbourhood Checker
Hi there, I have placed an article on a blog which I am very happy with, the webmaster has came back to me and suggested more blogs which they are relevant to my niche, so all good, however when checking the neighbourhood checker in Majestic SEO, I had entered one of the domains he suggested then Majestic SEO gave me this message: Note: we recommend checking this IP: 99.45.343.45 (this is because some domains have multiple IPs or this one changed it recently). please note IP is just an example. Once I checked the IP, all the domains he had suggested were all listed under that IP, should I avoid placing anymore articles on these domains? from an SEO perspective. Kind Regards,

Local SEO (Rankings) + UK-wide SEO (national rankings) - achieving both
Hi All, For clients wishing to sell online / generate leads nationally, yet still want to have a local online presence to attract town / county-wide customers, I've often placed Town / County locations within both the Title Tag (or just County if space is limited) and Meta Description, plus within the Hx headings, Alt-text and within the footer of every page. My question is, does adding the location of the client within these fields really infringe their attempts to rank nationally, as some nationally ranked pages have no mention of location while others have their location (Town, County or Both) shown within them?
