Duplicate Content

I have a service based client that is interested in optimizing his website for all the services that he provides in all the locations that he provides them in.
For example:
Service 1, location 1
Service 1, location 2
Service 2, location 1
Service 2, location 2
He wants to essentially create an individual page for each of the above, but i'm concerned that he will be penalized for duplicate content.
Each of the pages would have the keyword in the url, page title and within the main body of content. We would certainly alter the content somewhat, but not sure how much a difference this would make.
Any thoughts or advice would be greatly appreciated.

This is probably OK but it is on the edge. I would suggest some before and after photos for local jobs. You might want to talk about what part of town these are in along with what was interesting/challenging about the job. I would change the layout of your bullet points for each page. You might want to use these different locations to test different styles to test conversion rates while you are at it.

Thank you for your help.
The company provides HVAC services in several Long Island, NY towns. Air Conditioning installation, Air Conditioning Repair, Boiler Repair, Oil-to-gas conversion, etc...
We are looking at the following examples with a view of potentially replicating their model, but I still have some concerns:

I am not sure what industry you are in but I would suggest localizing the content. This will help you avoid duplicate content while providing a richer user experience and some local SEO juice. So I would incorporate references to local landmarks as well as anything in the area that affects how the category might be implemented. So for example a page about tomatoes in southern California might focus on fertilization to maximize production while a similar page in Anchorage Alaska might focus on how to grow tomatoes indoors hydroponically. This is an extreme example but I thought this might give you the idea. You want at least 65% on the content to be original even though it might talk about the same things.

One interesting tidbit stood out to me as I was reading; the author states: On online marketing websites and blogs, I see pitching often being discussed by "content marketers" as a way to gain shares of and links to one thing or another. Following the pitches from publishers, I may choose to include their source, study, or idea in some future piece in the publications to which I contribute. Most "link earning" methods are poor imitations of traditional publicity practices. Pitch in a way that will genuinely interest the people who you are contacting. Do not pitch thinly-veiled attempts to get links and shares for you or your clients. I definitely get these emails fairly regularly, but I've never given thought to just what it is that makes me respond positively to some and decline others. So here's my discussion question for the week: What's the distinction for you? Have you noticed that, in your own pitches, you've had a better reception to a certain strategy? Hi All, I am doing work for a rug company that acts as a third party. They have close to 4,000+ products. Each rug belongs to a collection. The collection has one main description that is the same throughout every rug in the collection. Ex. One Collection has 15 rugs, all with the same description. Should I take the time and change every single description? I think the answer is yes but I wanted another opinion. Thanks

Modifying Content to Avoid Duplicate Content Issues
We are planning to leverage specific posts from a US-based blog for our own Canadian blog (with permission, of course) but are aware that this can cause duplicate content issues. We're willing to re-write as much or as little as we must from the initial blog posts to avoid duplicate content issues but I have no idea just how much we will need to re-write. Is there some guideline for this (e.g., 25% of content must be re-written)? I've been unable to find anything. Thank you in advance!

Ideas for making a mini-content farm more valuable to end users
I run a mini-content farm so to speak - a nationwide computer repair business. We have screened professionals that are specific to one industry. I was wondering if the SEO community would like to offer ideas on how to make this type of site more interesting to end users. What are some things that could be integrated into the site that are 'location specific' that would be of interest to users. I'd like to be able to offer a list of certified, screen, professionals that is searchable by zip code and town. We are planning on showing the quality control rating, as well as current certifications, and a checkbox showing that they were background checked. Customer testimonials are also in the works. Is this Duplicate Content?
I searched a snippet of one of our Articles (in quotes) and got two results back in Google, one for the article on our site and one for our development/staging site. Does that mean that our development site is getting indexed by Google, even thought we "Disallow:/" in the robots.txt file? Is this a big duplicate content issue? Thanks
