Page disappears from search results when Google geographic location is close to offline physical location

If you use Google to search georgefox.edu for "doctor of business administration", the first search result is http://www.georgefox.edu/business/dba/ - I'll refer to this page as the DBA homepage from here on. The second page is http://www.georgefox.edu/offices/sfs/grad/tuition/business/dba/ - I'll refer to this page as the DBA program costs page from here on.
Search: https://www.google.com/search?q=doctor+of+business+administration+site%3Ageorgefox.edu
This appears to hold true no matter what your geographic location is set to on Google.
George Fox University is located in Newberg, Oregon. If you search for "doctor of business administration" with your geographic location set to a location beyond a certain distance away from Newberg, Oregon, the first georgefox.edu result is the DBA homepage.
Set your location on Google to Redmond, Oregon
Search: https://www.google.com/search?q=doctor+of+business+administrationBut, if you set your location a little closer to home, the DBA homepage disappears from the top 50 search results on Google.

It appears that if your location is set to within a certain distance of Newberg, OR, the DBA homepage is being pushed out of the search results for some reason.
Can anyone verify these results? Does anyone have any idea why this is happening?

Here is what I see:
Searching for 'doctor of business administration' with my location set to Redmond Oregon, http://www.georgefox.edu/business/dba/ is coming up #8 organically.
Doing this same search, but with my location set to Newberg, Oregon, I see http://www.georgefox.edu/offices/sfs/grad/tuition/business/dba/ coming up #2 organically.
It looks like my exact rankings may not be identical to yours, but at least my searches appear to confirm that the 2 different pages are surfacing with the 2 different locations being set.
Unfortunately, I agree with Moosa that it's very hard to hit on a precise reason for why Google would be favoring your tuition page over your home page when a user's location is set to the town the in which the institution is located. I do have a suggestion, though. Why not try putting Newberg, OR in the title tag of the page you'd like to be ranking highest for Newberg-located searchers, mention it in the H1 tag, and mention it more than once in the copy. I'd also recommend that you put the complete NAP (name, address, phone) in the body copy of the page, though I see it's already in the footer. Perhaps by increasing the optimization for Newberg on this page, you might strengthen the pages chances of ranking the way you want it to? Just a suggestions.

Yes, that's the only vaguely plausible explanation we've come up with too, though it's not very satisfying and it's impossible to prove.

I believe no one can answer exactly what it is but one can only answer as per the experiments and what has happened to one in the past!
Google recently said that they will drop down your rankings if people are going to click on your website and bounce back within few seconds and select another result. If we keep this rule for local results that would be like if people from certain location find the page irrelevant, Google will probably rank it down and the same page if responding well for another location Google will rank it higher on that location.
I can be completely wrong but this is one of the thousand possibilities

Multi-Location SEO: Sites vs Pages
I just started with a new company that requires multi-location SEO for its niche product/service. Currently, we have a main corporate website, as well as, 40+ individual dealer websites (we host all). Keep in mind each of these dealers consist of only 1-2 people, so corporate I will be managing the site or sites and content strategy. Many of the individual dealer sites actually rank very well (#1-#3) in their areas for our targeted keywords, but they all use the same duplicate content. Also, there are many dealer sites that have dropped off the radar in last year, which is probably because of the duplicate and static content. So I'm at a crossroads... Attempt to redo all of these location sites with unique and local content for each or Create optimized unique pages for each of them on our main site and redirect their current local domains to their page on our site Any advise regarding which direction to go in and why. Why is very important. It will be very difficult to convince a dealer that is #1 with his local site that we are redirecting to our main site, so I need some good ammo and reasoning. Also, any tips toward achieving local seo success will be greatly appreciated, too! Thank you!

Places Listing in Search Results
Hi everyone, We have a company that hired us to set-up their Google Places listing for their 2nd location. The listing for the 1st location is very strong. Lots of reviews, Zagat rating, Knowledge graph, etc. In the search results the Google Places listing for the 1st location has merged with the website listing. You can see the link to the main site w/ a small grey google places listing directly below it. The client would like BOTH Google places listing to show up in the search results. They both show up on the map listing but not in the search results. Each location has its own listing in Google Places. We have also created different pages on the website for each location. Is there a way to get the search results to display places listings? I have noticed a few other business have done it by naming each of their multiple locations something slightly different. Then the search results seem to realize there are multiple locations and display the places listing in the search results. Anyone run into this? Any ideas? Thanks!!

Google+ Personal Page pass link juice?
I noticed recently that a clients google plus business page (Set up as a personal page) has a followed link pointing to their site. They have many links on the web pointing to the google+ page, however that page is an https page. So the question is, would a google+ page that is https still pass authority and link juice to the site linked in the about us tab?

What causes internal pages to have a page rank of 0 if the home page is PR 5?
The home page PageRank is 5 but every single internal page is PR 0. Things I know I need to address each page has 300 links (Menu problem). Each article has 2-3 duplicates caused from the CMS working on this now. Has anyone else had this problem before? What things should I look out for to fix this issue. All internal linking is follow there is no page rank sculpting happening on the pages.

How to Preserve PageRank for Disappearing Pages?
Pretend that USA Today has a section of their site where the sell electronics, which they locate at http://electronics.usatoday.com. The subdomain is powered by an online electronics store called NewCo via a white label. Many of the pages on this subdomain have relatively high PageRank. But few, if any, external sites link to the subdomain--the PageRank of the subdomain is largely due to internal links from the usatoday.com root domain. USA Today's deal with NewCo expires and they decide to partner with my startup instead. But, unlike NewCo, we won't be providing a white-label solution; rather, USA Today will be redirecting all of the electronics-related links on their root domain to my site instead of the electronics.usatoday.com subdomain. They also agree to direct all of the pages on electronics.usatoday.com to me. Ideally USA Today would add 301's to all of their pages on electronics.usatoday.com that direct to the corresponding pages on my site, but they don't have the engineering wherewithal or resources to do this. Therefore, what is the best way to pass the PageRank from the electronics.usatoday.com pages to my site? Would it work to have USA Today change the CNAME for electronics.usatoday.com to my site and then create pages on my site that mimic the USA today URL structure? For example, let's say there was a page located at electronics.usatoday.com/ipods. Could we give electronics.usatoday.com a CNAME form my site and then create a page on my site located at mysite.com/ipods that 301'ed to the ipod page on my site? Would that preserve the PageRank?
