PDF Cached by Google, but not showing as link

The following pdf is cached by google: http://www.sba.gov/sites/default/files/files/REFERRAL%20LIST%20OF%20BOND%20AGENCIES_Florida.pdf
However, OpenSiteExplorer is not listing any of the links as found in it.
With such an authoritative site, I would think Google would value this, right? None of the sites listed rank well though and OpenSiteExplorer's inability to see the links makes me wonder if Google provides these sites any value at all.
Is there any link juice or brand mention value here for Google?

I know it might sound subjective, but we can’t assume that a nofollow link doesn’t provide value. Given that Google can choose to crawl and credit the link if they so choose. I wouldn’t say it does you any harm as the link was placed for a user. If someone found it worthwhile to place the link then maybe there are other opportunities to meet their need for other resources.

I suppose since it's cached, we can say with certainty that Google can see it. However, the only link I can find to the pdf is here: http://www.sba.gov/offices/district/fl/jacksonville/resources/list-surety-bond-agencies-florida. Looking at the source, it is no-followed.
Since it is no-followed, I suppose there is no value other than the referrals we'd receive from people viewing it (which have little value to us).

'Not all links are created equal' but it makes good logical sense to see links like these naturally occur with the above PDF. Yet many 3<sup>rd</sup> party link databases are limited to how deep they can crawl the web. Google can choose to go as deep as they like and still not show you where they found the citation. So it might not be easy to quantify using link metrics. I’d think of it as more of a trust signal from an authoritative source.

Links from MOZ, Harmful?
I have listed my domain in several Ask the Community requests. These have resulted in links from the Ask the Community posts showing up in MOZ site explorer. So actual links have been detected. Are these links harmful to my link profile? The content is not at all related to commercial real estate which is the subject of our website. Thanks, Alan

Will a Google manual action affect all new links, too?
I have had a Google manual action (Unnatural links to your site; affects: all) that was spurred on by a PRWeb press release where publishers took it upon themselves to remove the embedded "nofollow" tags on links. I have been spending the past few weeks cleaning things up and have submitted a second pass at a reconsideration request. In the meantime, I have been creating new content, boosting social activity, guest blogging and working with other publishers to generate more natural inbound links. My question is this: knowing that this manual action affects "all," are the new links that I am building being negatively tainted as well? When the penalty is lifted, will they regain their strength? Is there any hope of my rankings improving while the penalty is in effect?

Link Juice + multiple links pointing to the same page
Scenario

The website has a menu consisting of 4 links Home | Shoes | About Us | Contact Us Additionally within the body content we write about various shoe types. We create a link with the anchor text "Shoes" pointing to www.mydomain.co.uk/shoes In this simple example, we have 2 instances of the same link pointing to the same url location.
We have 4 unique links.
In total we have 5 on page links. Question
How many links would Google count as part of the link juice model?
How would the link juice be weighted in terms of percentages?
If changing the anchor text in the body content to say "fashion shoes" have a different impact? Any other advise or best practice would be appreciated. Thanks Mark0 -
2 pages lost page rank and not showing any backlinks in google
Hi we have a business/service related website, 2 of our main pages lost their page rank from 3 to 0 and are not showing any backlinks in google. What could be the possible reason. Please guide me.

We are ignored by Google - what should we do?
Hi, We believe that our website - https://en.greatfire.org - is being all but ignored by Google Search. The following two examples illustrate our case. 1. Searching for “China listening in on Skype - Microsoft assumes you approve”. This is the title of a blog post that we wrote which received some 50,000 visits. On Yahoo and Bing search, we rank first for this search. On Google, however, we rank 7th. Each of the six pages ranking higher than us are quoting and linking to our story. 2. Searching for “Online Censorship In China”. This is the title of our front page. Yahoo and Bing both rank us third for this search. On Google, however, we are not even among the first 300 results. Two of the pages among the first 10 results link to us. Our website has an average of around 1000 visits per day. We are quoted in and linked from virtually all Western mainstream media (see https://en.greatfire.org/press). Yet to this day we are receiving almost no traffic from Google Search. Our mission is to bring transparency to online censorship in China. If people could find us in Google, it would greatly help to spread awareness of the extent of Internet restrictions here. Does google detect all updated page with new links
as paid links? Example: A PR 4 page updates the page a year later with new links. Does Google discredit these links as being fishy?

Let's say i want to rank for rental car service and purchases a domain rental-car-service and creates a site http://www.rental-car-service.com There will be few persons who won't use anchor text to link to the site, but will simply link using URL ( in this case http://www.rental-car-service.com ) So, will a link to http://www.rental-car-service.com from another site using http://www.rental-car-service.com as anchor text help the keyword rental car service ?
