PDF Cached by Google, but not showing as link

The following pdf is cached by google: http://www.sba.gov/sites/default/files/files/REFERRAL%20LIST%20OF%20BOND%20AGENCIES_Florida.pdf
However, OpenSiteExplorer is not listing any of the links as found in it.
With such an authoritative site, I would think Google would value this, right? None of the sites listed rank well though and OpenSiteExplorer's inability to see the links makes me wonder if Google provides these sites any value at all.
Is there any link juice or brand mention value here for Google?

I know it might sound subjective, but we can’t assume that a nofollow link doesn’t provide value. Given that Google can choose to crawl and credit the link if they so choose. I wouldn’t say it does you any harm as the link was placed for a user. If someone found it worthwhile to place the link then maybe there are other opportunities to meet their need for other resources.

I suppose since it's cached, we can say with certainty that Google can see it. However, the only link I can find to the pdf is here: http://www.sba.gov/offices/district/fl/jacksonville/resources/list-surety-bond-agencies-florida. Looking at the source, it is no-followed.
Since it is no-followed, I suppose there is no value other than the referrals we'd receive from people viewing it (which have little value to us).

'Not all links are created equal' but it makes good logical sense to see links like these naturally occur with the above PDF. Yet many 3<sup>rd</sup> party link databases are limited to how deep they can crawl the web. Google can choose to go as deep as they like and still not show you where they found the citation. So it might not be easy to quantify using link metrics. I’d think of it as more of a trust signal from an authoritative source.

Can Google bypass an AJAX link?
On my company's events calendar page when you click an event, it populates and overlay using AJAX, and then the link that is populated in that overlay then takes you to the actual events page. I see this as a problem with Google because it can't follow the AJAX link to the true event page, so right now nothing on those pages is getting indexed and we can't utilize our schema to get events to populate in the Google rich snippets or the knowledge graph. Possible solutions I considered: 1. Remove the AJAX overlay and allow the link from the events calendar to go directly to the individual event. 2. Leave the AJAX overlay and try to get the individual event pages directly indexed in Google. Thoughts and suggestions are greatly appreciated!

Can one back-link fluctuates ranking of website with thousands of back-links?
It happend to our website. We have seen major ranking fluctuations for our website because of one back-link. What kind of links those can be? Why Google is not stopping them even though they claim that such back-links will be taken care of?

ok mozers i have a few questions. I am starting a new seo campaign and i want to target traffic for "how to make money on autopilot" Question 1. when it comes to link building i have seen some articles saying that i should not send all of my links to my landing page at once but to send links to my backlinks then index then using tiered link building. Is this a must or not? will i get penalized if i build 20 targeted links to my landing page in 1 day, lets say 20, pr7-9 domains? or should i tier it out and link maybe 5 pr9 domains to my landing page, then link 10 pr5 domains to each of those 5 pr9 domains and maybe link 20-pr1 domains to each of those tiered 2 pr5 domains? eq: Tier 1 = 5 PR-9 Tier 2 = 50 PR-5 Tier 3 = 1,000 PR-1 Question 2. Is their a certain amount of backlinks i need to use in order to out do my competitor? or does it just matter on the metrics of my backlinks? and when it comes to indexing these links do i need to index just the 5 pr9 links? or do i need to index all of them? or should i just index the landing page through google webmasters tools and hope it indexes all connecting pages? will doing any of these get my landing page indexed faster in order to rank faster? Question 3. Types of link building. Ok i am targeting guest blogs, wordpress sites, etc to put a link on. Should i focus on smm 'social media marketing' as well? or can i just focus on the traditional seo tactics first? Question 4. Keyword research. ok so my blog post is 'how to make money on autpilot' and from my keyword suggestion tools it picked up a list of keywords suggestions to target. Competition ranges from low to high, search volume ranges from 10 to 1900 visitors per month, after organizing the most relevant keywords to add to my campaign should i target each of the these keywords by creating a link building campaign for each one and target it to my landing page or use it as my 2nd or 3rd tier? those are the questions i really have for now. Links on page
Hi I have a web page which lists about 50-60 products which links out to either a pdf on the product or the main manufacturers website page containing product detail. The site in non e-commerce is this the site/page likely to get hit by Penguin? Would it be best to create a separate page for the product/manufacturer group i.e 5 or 6 pages but linking out to the PDFs etc...?

Should I change my product infomation (PDF attatchments) into additional webpages with links ?
Hello All, On our eCommerce site some products have additional information which we currently show via a PDF link next to the product. I am thinking, is it more beneficial from an SEO point of view , If I was to put this additional pdf information to a webpage and have a link going from the product to this . From what I read, google cannot read contents of pdfs so if I was to have this as webpage via a link , then the product page would get more keywords and strength around it which would help improve it's seo etc. Just wondered if this is the best way forward or not ? thanks Peter

Google Manual Action (manual-Penalty)- Unnatural inbound links
Dear friends, I just get from Google two "Unnatural inbound links" notifications via Google Webmaster Tools, the first is for our WWW version of the site and the second is for the NON-WWW version. My question, I should send two identical reconsideration request for WWW and NON-WWW or treat them as different sites? Thank you Claudio

Aside from creative link bait, what's a solid link building strategy involve?
All things considered, directories, blogs, articles, press releases, forums, social profiles, student discount pages, etc, what do you consider to be a strong, phased, link building strategy? I'm talking beyond natural/organic link bait, since many larger accounts will not allow you to add content to their website or take 6 months to approve a content strategy. I've got my own list, but would love to hear what the community considers to be a strong, structured, timeline-based strategy for link building.
