Rejected Yahoo! Local Listing Submissions

I'm working for a nationwide agency that has local agents scattered throughout the nation. I manually inputted each agent's listing and over half of them were rejected. I'm trying to find the common denominators among those that were approved and those that were rejected, but I can't find any. Does anyone know a way to get all of these locations approved?

Of the 122 listings that I submitted, 85 were rejected. They were rejected in chunks, but those chunks don't necessarily share similar elements. Each agent has their own location, email and phone number. The website is the only shared contact information.
If this is because I submitted them all in one sitting, should I spread them out over the course of a week or two? Can I resubmit a listing on Yahoo! after it's been rejected?

It's because of abuse of local search. There's a range of possibilities that it could be.
- Your IP submitting too many
- Too many of the same email address or phone number between them
- etc, etc...
Do the agents have actual locations in each of the places? Are you putting in one national phone number and email address or are they getting their own individual ones?
Did they get rejected seemingly randomly or did all the rejections start after a certain point?

Local Listing Directories value
Hello fellow mozzers, I would like to start a discussion on whether certain local listing directories are worth it. Most people are of course familiar with Google+ Local(Google Places), Yahoo Local, Bing Local, Yelp, Hotfrog etcetera.. I know there are a lot more of these big local listing directories. I am situated in Holland and we have a lot of small local listing directories.

Some of these directories are not really good quality. For example:
http://dordrecht.cylex-bedrijvengids.nl/bedrijf/pizza-presto-dordrecht-12014914.html This domain is filled with ads in prominent locations. They have a domain authority of 44 and as far as i can tell there are close to 0 reviews on companies. (So not a very active community). When you perform SEO for a local business you want the business to be found in the local search results. Google goes around the web to see if the business information (contact and address information, website etcetera) is consistent on different local listing directories. The links from the directories are still links and therefor they pass a certain amount of PageRank. How much value do you think local listing directories such as the links i will provide below will add to a business? Do you think it is worth the time to find these small directory sites and fill in information about the business there or is your time better spent on other SEO activities? Off-Page Local SEO for a Home-Based Businesses?
What are some ideas for optimizing for off-page local SEO when you're working with home-based businesses that don't necessarily want to share their physical address, and using a PO box is not an option for major local SEO directories?

Confused about Google+ Local vs Google Places
If you're doing SEO for a new local business that currently does not have a Google Places listing (or a Google+ Local page), do you have to set up both for them? Or do you simply create the Google Places listing and wait for Google to merge it to a Google+ Local page? I am so confused!

Do you guys know of any local listing sites that are better quality than general directories that still give you a link back. I know a lot of them for local citations, but I'm wondering if there is a list somewhere of ones that include a link. Thanks.

UBL (Universal Business Listing) Alternatives?
I use both UBL (universal business listing) and LocalEZE to submit local listing information. UBL submits to the big database companies but LocalEZE has direct relationships with many of the local listing sites. UBL says they submit to LocalEZE but my LocalEZE agent just told me that they don't publish data from UBL so I basically have been lied to by UBL for a year saying they use LocalEZE to publish as well. I feel companies have a responsibility to make ethical business decisions and I don't know how comfortable I am using UBL. Does anyone have any recommendaitons for providers other than UBL for mass local listing data submission?

Local SEO... use 800 # or local, use full-street name or abbreviation?
Couple local SEO questions... Do you feel it’s better to submit a listing with the full type of street rather than an abbreviation? Google Places sometimes disassociates data because of small differences like this. Below is an example: Full Name: 123 Broadway Street

I've modified many local listings for clients manually with an 800 number, but then there are other data sources for these same businesses that are displaying the local number. How to get my forum to be listed on Google in the Discussions section?
I'm running several community sites with forums (for example http:// www.finalstitch.co.uk). All of those sites have a forum section like http://http://www.finalstitch.co.uk/forum/ So far Google didn't recognize the forum.
