2 menus Responsive website Seo question

Thanks for reading my post. İ am fairly new to SEO and dont know much coding. İ purchased an opencart theme and am working with a developer to modify it to make it more user friendly. The website is responsive and İ modified the menu for the desktop but now it doesnt have categories but just products. So it doesnt have URL for categories but just filter. So the developer recommended to add the mobile menu which has categories, and subcategories back to the desktop menu. İm not sure if this is a kosher approach to seo. Here is the link:
As you can see there is a menu in the top menu and menu on the Main Menu. THoughts? will this be problem for duplicate content? The Main menu keywords are crucial and is what the website is revolving around.

In general, you should expect Google to look at your desktop pages when it's calculating PageRank, link juice flow, etc., NOT your mobile menu. So if there are links to your category pages in ONLY your mobile menu and not your desktop, then your category pages won't rank as well as they should.

Worthwhile for SEO to buy a website with great links which is inactive for 30days and revive it with all its content and after a while transfer it to my core site?
When moving the content after a while to a subdirectory of my core website I would copy the full content and later further improve it. Would the external links that I redirect via 301 be counting similar to links I had earned in the first place? I understand that 301 redirect normally just implies minimal loss of link power. Topic of the site I consider to acquire is loosely related to my core site.

International SEO Question
_The company I work for has a website www.example.com that ranks very well in English speaking countries - US, UK, CA. For legal reasons, we now need to create www.example.co.uk to be accessible and rank in google.co.uk. Obviously we want this change to be as smooth as possible with little effect on rankings in the UK. We have two options that we're talking through at the moment - Use the hreflang tag on both the .com and the .co.uk to tell Google which site to rank in each country. My worry with this is that we might lose our rankings in the UK as it will be a brand new site with little to no links pointing to it. 301 redirect to the .co.uk based on UK IP addresses. I'm skeptical about this. As a 301 passes most of the link juice, I'm not sure how Google would treat this type of thing - would the .com lose ranking? So my questions are - would we lose ranking in the UK if we use option 1? Would option 2 work? What would you do? Any help is appreciated._

Domain Forwarding for SEO
Hey guys, I recently created a new website for a client who was ranking #1 for the term "jupiter obgyn" but they have now dropped down to #4. This happened because their old home page was at www. instead of just jupiterobgyn.com. When you type in the www. version, it does take you to the root domain but it's not carrying the old PA! The www. version of the page had a 22 PA and the new root domain hosted page is a 1. How can I fix it so that "link juice" carries over? Is this something i need to do in 1and1 (their web host) or within Wordpress? Thanks!!!

Title Attribute for H2 & h3 Tag SEO Question
Hi , We have an eCommerce Site and from looking at a competitor , they seem to be rank better than us even though our everything about our site is better . We hire the same products (are affiliated the same company) so the product list is the same. Both our category pages score A grade in Seomoz reports. So This is what I can deduce from the competitors category page I am trying to compete against. On the cement Mixer hire category page The competitor has put the Main Keyword "Cement mixer hire" in all the Title Attributes on their H2 and H3 tags as well as it being the main H1 tag. They have 5 product links in h3 tags all with the same title attribute (cement mixer hire) These links go through to product page. Am I missing a trick here ?..... I would have though using the title attribute so much for main keyword would be a bit spammy ?. I have copied them with the point 1 but I have not done mine h3 as yet. Just wondering that the SEO guru's thought ?. thanks Sarah
