Do not understand why a page will not rank- AT ALL!

I have a business that provides on-site services out of a central location. For instance in Denver, we have a warehouse location where we can perform repairs but the majority of business is performed within a 50 mile radius of the city center- on-site, a homes, businesses, etc. Our Google local page is set up to reflect this (mobile service as well as physical location). In order to capture business organically within this 50 mile veil, we have set up city specific service pages on our site to reflect the more than 30 municipalities that fit within the 50 mile veil. This strategy seems to work pretty well in Colorado but in Minnesota we are not having the same outcome.
The following city page is created specifically for the term "iPhone repair Minneapolis" and has been live for over a year. It is not even in the top 50. Is this a regional issue or a specific page issue? Our domain actually ranks 15th for this term. http://www.shatterbuggy.com/service-areas/minneapolis/iphone-repair/

The spammy links are just something I noticed that you should take advantage of cleaning up. It doesn't apply to the local SEO question, it's just a suggestion - sorry for not clarifying!
However, it can hinder performance in search results due to spammy backlinks.

Regarding the spammy links you mention, how does that relate to this particular service page? In other words, why the diff between Minnesota and Colorado?

No schema. Domain and page authority are very, very low. Link count is also very low. Put most important kw in h1 and h2 (not ice fishing and we will come to you) There is no blog and very little actual 'content' on your site.
This site is ranking #1 for that kw - they have 3,500 links from 25 domains and a ton of pages and loads faster than yours.
It's a good looking site. You work on the items Patrick suggested and what I threw out there and it will help for sure. Good luck!!!

Tricky issue you're facing.
If I'm understanding correctly your root domain www.shatterbuggy.com/ is outranking your location page www.shatterbuggy.com/service-areas/minneapolis/iphone-repair/ for the keyword "iPhone repair Minneapolis". And, you don't want your home page displaying for the term, you want your location page.
If this is the case, I'd likely chalk it up to Google believing your home page, due to its authority and anchor text relative to the location page, is a better website to display in its search results. For example, your home page includes the keyword Minneapolis, iPhone repair, your Minneapolis address in the footer, etc.
I have two recommendations:
- First, I would link to your Minneapolis page from your home page with the anchor text "iPhone repair Minneapolis"
- Next, I would work to build location specific links to your Minneapolis page with the keywords you're attempting to rank for. Just don't overdo it, it can lead to penalties when too aggressive.

I would take a look at your backlinks - some of them see a bit spammy and off topic.
If you operate in different regions or locations, I would make sure that you build citations and listings to that specific location. You have an address on that page, but I would be interested to see if you did some Moz Local or Whitespark listings how you would improve at the local level.
I would also look into Google My Business and see if there are Service Area opportunities for you and your locations.

Separating facebook pages for 2 separate but similar companies
I am currently working with a payroll company that has two separate businesses. Payroll services and Time and Attendance services. Currently the client has 1 facebook page with about 50 likes that caters for both companies. My question is.... Should I separate the payroll and time and attendance companies and create 2 separate facebook pages, or since the businesses are so close together, we could use the one page to promote both businesses.
