Buying a disused website and using their content - penalty risk?

Hi all, I'm in the process of setting up a new website.
I have found various old websites covering a similar topic and I'm interested in purchasing two of these websites for their content as it is very good, despite those sites struggling to make ends meet.
One of these websites is still live, the other one hasn't been live for 2 years.
Let's say I bought these websites for their content, then used that content on my new domain and made sure the two websites where this content came from were offline, would I run a risk of getting penalised? Does Google hold onto content from a website even if it is now offline?

In my opinion, the non-risky way to use the other site content (owning that site) is removing that site from Google's index.
So, you should first (after buying those sites) apply noindex robots meta tag and wait intill there is no result whem performing a site:website.com search.Even though, be sure that other sites aren't using that content when you de index the first (and old) site. I've read some grey/black hat techniques that scrape web.archive.org looking for taken down sites' content.

Thanks for the reply Roman, I probably wasn't clear. I'll try to clarify:
Say there is a websiteA.com which was established for years but then was taken down and hasn't been live for a couple of years. If I bought website A then rolled lots of its content into a new website, let's called it websiteB.com would I be risking any penalties on the new domain?

The answer is very simple, if you want to use the content of other website, and you are the owner just need to use Rel="canonical"
The process for dealing with duplicate content is to use the rel=canonical attribute. This tells search engines that a given page should be treated as though it were a copy of a specified URL, and all of the links, content metrics, and "ranking power" that search engines apply to this page should actually be credited to the specified URL.
The rel=canonical attribute should be added to the HTML head of each duplicate version of a page, with the "URL OF ORIGINAL PAGE" portion above replaced by a link to the original (canonical) page. (Make sure you keep the quotation marks.) The attribute passes roughly the same amount of link equity (ranking power) as a 301 redirect, and, because it's implemented at the page (instead of server) level, often takes less development time to implement.

If I have two brands and I market one in English (BrandA.com) and one in Spanish (BrandB.com), and the websites are identical but in different languages, would that have a negative impact on SEO due to duplicate content?
I have a client who wants a website in Spanish and one in English. Typically we would use a multi-language plugin for a single site (brandA.com/en or /es), but this client markets to their Spanish-speaking constituents under a different brand. So I am wondering if we have BrandA.com in English, and the exact same content in Spanish at BrandB.com if there will be negative SEO implications and/or if it will be recognized as duplicate content by search engines?

Two sites with same content
Hi Everyone, I am having two listing websites. Website A&B are marketplaces Website A approx 12k listing pages Website B : approx 2k pages from one specific brand. The entire 2k listings on website B do exist on website A with the same URL structure with just different domain name. Just header and footer change a little bit. But body is same code. The listings of website B are all partner of a specific insurance company. And this insurance company pays me to maintain their website. They also look at the traffic going into this website from organic so I cannot robot block or noindex this website. How can I be as transparent as possible with Google. My idea was to apply a canonical on website B (insurance partner website) to the same corresponding listing from website A. Which would show that the best version of the product page is on website A. So for example :www.websiteb.com/productxxx would have a canonical pointing to : www.websitea.com/productxxxwww.websiteb.com/productyyy would have a canonical pointing to www.websitea.com/productyyyAny thoughts ? Penalty Detection
Hi Experts In a Single VPS with 1 IP, I have 2 domains. two months ago, one of them was in top 10 of high Competitive Keyword but from beginning of 2017 when I use site:aslejens.com the title of main page replaced by another domain on the VPS vahidafshari.com. Is it a Google penalty?

Adding videos to a website
Hello! We are producing multiple videos (each about 1-minute long) for a company website. We have decided to use Wistia to host them, in order get the full SEO benefits of links to the videos. I have two questions: 1. Would it definitely be better for SEO to divide up the videos and place them on the various existing pages of the site that are related to the video content, rather than putting all the videos together on a separate video page? 2. If we do put different videos on different pages, would it be a bad idea also to have a video page with all the videos together? Would this be considered duplicate content? Thank you very much!

Duplicate content when changing a site's URL due to algorithm penalty
Greetings A client was hit by penguin 2.1, my guess is that this was due to linkbuilding using directories. Google webmaster tools has detected about 117 links to the site and they are all from directories. Furthermore, the anchor texts are a bit too "perfect" to be natural, so I guess this two factors have earned the client's site an algorithm penalty (no manual penalty warning has been received in GWT). I have started to clean some of the backlinks, on Oct the 11th. Some of the webmasters I asked complied with my request to eliminate backlinks, some didn´t, I disavowed the links from the later. I saw some improvements on mid october for the most important KW (see graph) but ever since then the rankings have been falling steadily. I'm thinking about giving up on the domain name and just migrating the site to a new URL. So FINALLY MY QUESTION IS: if I migrate this 6-page site to a new URL, should I change the content completely ? I mean, if I just copy paste the content of the curent site into a new URL I will incur in dpolicate content, correct?. Is there some of the content I can copy ? or should I just start from scratch? What are your thoughts on Content Automation?
Hi, I want to ask forum members’ opinion on content automation. And before I raise the eyebrows of many of you with this question, I’d like to state I am creating content and doing SEO for my own website so I’m not looking to cut corners with spammy tactics that could hurt my website from an organic search perspective. The goal is to automate pages in the areas of headings, Meta Titles, Meta Descriptions, and perhaps a paragraph of content. More importantly, I’d like these pages to add value to the users experience so the question is…. How do I go about automating the pages, and more specifically, how is meta title, meta descriptions etc. automated? I’d also like to hear from people that recommend steering clear of any form of content automation. I hope my question isn’t too bit vague and I look forward to hearing from other Mozzers. What constitutes duplicate content?
I have a website that lists various events. There is one particular event at a local swimming pool that occurs every few months -- for example, once in December 2011 and again in March 2012. It will probably happen again sometime in the future too. Each event has its own 'event' page, which includes a description of the event and other details. In the example above the only thing that changes is the date of the event, which is in an H2 tag. I'm getting this as an error in SEO Moz Pro as duplicate content. I could combine these pages, since the vast majority of the content is duplicate, but this will be a lot of work. Any suggestions on a strategy for handling this problem?
