Buying a disused website and using their content - penalty risk?

Hi all, I'm in the process of setting up a new website.
I have found various old websites covering a similar topic and I'm interested in purchasing two of these websites for their content as it is very good, despite those sites struggling to make ends meet.
One of these websites is still live, the other one hasn't been live for 2 years.
Let's say I bought these websites for their content, then used that content on my new domain and made sure the two websites where this content came from were offline, would I run a risk of getting penalised? Does Google hold onto content from a website even if it is now offline?

In my opinion, the non-risky way to use the other site content (owning that site) is removing that site from Google's index.
So, you should first (after buying those sites) apply noindex robots meta tag and wait intill there is no result whem performing a site:website.com search.Even though, be sure that other sites aren't using that content when you de index the first (and old) site. I've read some grey/black hat techniques that scrape web.archive.org looking for taken down sites' content.

Thanks for the reply Roman, I probably wasn't clear. I'll try to clarify:
Say there is a websiteA.com which was established for years but then was taken down and hasn't been live for a couple of years. If I bought website A then rolled lots of its content into a new website, let's called it websiteB.com would I be risking any penalties on the new domain?

The answer is very simple, if you want to use the content of other website, and you are the owner just need to use Rel="canonical"
The process for dealing with duplicate content is to use the rel=canonical attribute. This tells search engines that a given page should be treated as though it were a copy of a specified URL, and all of the links, content metrics, and "ranking power" that search engines apply to this page should actually be credited to the specified URL.
The rel=canonical attribute should be added to the HTML head of each duplicate version of a page, with the "URL OF ORIGINAL PAGE" portion above replaced by a link to the original (canonical) page. (Make sure you keep the quotation marks.) The attribute passes roughly the same amount of link equity (ranking power) as a 301 redirect, and, because it's implemented at the page (instead of server) level, often takes less development time to implement.

Two sites with same content
Hi Everyone, I am having two listing websites. Website A&B are marketplaces Website A approx 12k listing pages Website B : approx 2k pages from one specific brand. The entire 2k listings on website B do exist on website A with the same URL structure with just different domain name. Just header and footer change a little bit. But body is same code. The listings of website B are all partner of a specific insurance company. And this insurance company pays me to maintain their website. They also look at the traffic going into this website from organic so I cannot robot block or noindex this website. How can I be as transparent as possible with Google. My idea was to apply a canonical on website B (insurance partner website) to the same corresponding listing from website A. Which would show that the best version of the product page is on website A. So for example :www.websiteb.com/productxxx would have a canonical pointing to : www.websitea.com/productxxxwww.websiteb.com/productyyy would have a canonical pointing to www.websitea.com/productyyyAny thoughts ? Can we use webiste content to Marketplce websites (Etsy / Amazon etc..)?

Backlinks from one website to my 3 websites (hosted in 1 c-block) ?
We are making some linkbuilding. And have very nice backlinks offer. So we are planning to put our 3 websites in it. Our 3 websites are on separate IP, but same C-block. Can it be a red flag for google? Can i put my 3 backlinks in one blog post?

Image and Content Management
My boss has decided that on our new website we are building, that he wants all content and images managed by not allowing copying content and/or saving images. Some of the information and images is proprietary, yet most is available for public viewing, but never the less, he wants it prohibited from copy and/or saving. We would still want to keep the content indexable and use appropriate alt tags etc... I wanted to find out if there is any SEO reason and facts to why this would not be a good idea?Would implementing code to prohibit (or at least make it difficult) to save images and copy content, penalize us?

Why would the PageRank for all of our websites show the same?
The last time I checked (early this year), the PageRank on the sites I manage varied, with the highest showing as 6. It made sense as the PR6 site has loads of links and has been around for a long time, whereas the other sites hadn't. Now all of our websites are showing the same PageRank - 6, even one that has recently launched and another that has barely any links/traffic or anything to it. I didn't check the PR of that one last time (I'd be surprised if it was 2), but the sites now showing as 6 ranged from PR3 to PR6 back then. We changed server in February...so could this issue be something to do with all of the sites being stored on the same server? It doesn't seem right but it's the only thing I can think of. At the moment, the Domain Authority for these six websites ranges from 27 to 62.
