I did keyword research on Keyword explorer, its KD was very low but search volume was very high still my impression and clicks not getting.. what's the issue?

Hope you are doing well. firstly, your question is good but this is unbelievable that your keyword not ranking in usa. below i've suggested a way to rank in USA.- create a classified submission in usa
- do business listing in usa sites
- create a backlink on website that based on USA
- create a google my business profile from usa
i have personally applied this technique on my blog
