Are footer links at the end of each page still considered to be a valid tactic?

This is pretty much an opinion question, I was under the impression that footer links had been devalued almost to the point of uselessness, and if they weren't going to be of any real use to the users of the site why bother.
I was speaking to a web developer though whose opinion I do largely trust who remains very pro footer links, and I was wondering what everyone else thought.
Am I being too dismissive, or are footer links on the way out?

Google won't use the keyword anchor text in those links so much, but will follow them. They're also very user friendly, and are pretty much expected now a days.

From a user experience perspective, I like putting "exit" links in the footer so that when the user reaches the end of the page, he has some relevant links to continue reading content on my websites.
From a SEO perspective, indeed, Google doesn't seem to pass a lot of linkjuice to those links, as long as it identify them as footer links.

Google know's it's in the footer (pretty much always) so it will treat it like a footer link. No big deal, just not as potent as a content area link.

I'm not sure footer links necessarily carry much SEo weith anymore, but from a user perspective I definitely find them 100% useful.
If I'm reading a long blog post on SEOMoz for example, the links at the bottom allow me to navigate where I want to go next without having to scroll back to the top of the page.
It is also always the first place I would look to find contact information for a website and also for a TOS/Privacy policy.

Should I change our main category pages to product listing pages?
With the thought of improving user experience, as well as rankings in Google, I'm considering changing our main category pages to product listing pages (with sub-categories remaining, still). These main category pages are very standard and don't link to any informational content, such as buyers guides, etc. What's driven this is the latest Google core update. I've noticed our main competitor (who we were out-ranking before... but not now) now uses this approach. I can see the benefit from a user perspective, i.e. less clicks to reach products. Site wide content like "why choose us" just above the footer on every single page
Hi Guys, I know that is not good having any kind of duplicate content on your site, but SEO is above all "competition", so I have to see what my competitor are doing to find the best way to outrank them. So this is my question: is it good or not having site wide content like "why choose us" just above the footer on every single page? At the moment, I can see many - too many - of my client competitors having the "Why choose us" as site wide content above the footer. The funny thing they don't use a couple of sentences, they have placed many words and 10/20 internal links, in other words, they have enough stuff to put down a stand alone page. What do you think: this is just a bad SEO practice or it may work, as I can see so many sites ranking well with this kind of piece of junk on each page. I am not going to recommend this to my client, but as am trying to detail every decision I make showing what the competitors are currently doing, my concern is that my client finds it and therefore will ask to have the same shiny piece of garbage above the footer. Listing all services on one page vs separate pages per service
My company offers several generalized categories with more specific services underneath each category. Currently the way it's structured is if you click "Voice" you get a full description of each voice service we offer. I have a feeling this is shooting us in the foot. Would it be better to have a general overview of the services we offer on the "Voice" page that then links to the specified service? The blurb about the service on the overview page would be unique, not taken from the actual specific service's page.

Should I use a Page Name variable after the ? for a dynamic web page
I'm converting for static to dynamic web pages. It appears that the page name is used for page ranking in the search engines. Will adding a Page Name variable help to increase our SEO. For example aspecialgift.com/subcat.php?PageName=GiftPage&ProductID=ABCDE. Does the page name variable make a difference?
