Looking to partner with a Quality Link Builder

I have a number of clients, but don't have the time, energy or desire to spend my time building links. I'm looking to partner with someone looking to make some ca$h by helping me accumulate quality links for my clients (at an affordable price).
Any referrals would be appreciated. If this type of post is inappropriate or violates any policy, then I would like to change my submission to: "What's the best way to find a partner to assist my link-building efforts?" ....not looking for an SEO firm's sales pitch.

Look for some one with a proven track history of success.
The problem with some offerings of link building are that they will offer a very low quality link building, usually an indication of a low cost provider.

Hi Mozzers, I work for an IT company specialising in outsourcing Cisco Engineers worldwide. Due to being involved heavily in outsourcing, I'm finding it impossible to generate genuine and organic links to our website. My question is that is it essential to have back links back to our website to achieve high search engine rankings? I'm unable to get clients and other partners to provide links as we're the outsourced company,but I can get backlinks from unrelated c ompanies. For example we're running a CSR initiative with a National Gym relating to health & fitness, also links from our web designers etc... Do these links have any type of value? It seems my affiliate link: http://www.hrmsplugins.com?partners=21 is not being considered as a "root domain" backlink when this link is used on their website. Is there a reason for this?

The quality of links is measured by website relevancy to my business?
In Open Site Explorer links are being valued with Domain Authority and page Authority. My question is if you measure somehow the relevancy of the website with the business of the website to which the links are going? I have learned that an important part of the value of links is the relevancy of the website with my business. I am seeing for example a link from a children website to a car related website as very much valued. I dont see very much relevancy with both so I wonder you take this into account.

Linking articles to each other
I've been using white-hat article marketing to post original content about my niche to credible article directories (yes, I realize many of them were recently devalued). My question is: Is it a good or bad idea to have future articles link to older articles, as a way to increase the chances of having the older articles indexed, or increasing the amount of link juice they pass to my site (since they point to my site)? I get 2 links per article and was thinking of using 1 to point to a prior (related) article, and the other to point to my site.
