Duplicate content via dynamic URLs where difference is only parameter order?

I have a question about the order of parameters in an URL versus duplicate content issues. The URLs would be identical if the parameter order was the same.
E.g.
www.example.com/page.php?color=red&size=large&gender=male versus
www.example.com/page.php?gender=male&size=large&color=redHow smart is Google at consolidating these, and do these consolidated pages incur any penalty (is their combined “weight” equal to their individual selves)?
Does Google really see these two pages as DISTINCT, or does it recognize that they are the same because they have the exact same parameters?
Is this worth fixing in or does it have a trivial impact?
If we have to fix it and can't change our CMS, should we set a preferred, canonical order for these URLs or 301 redirect from one version to the other?

To be fair to Highland, I do think canonical is a good bet here, but I just have to comment that I don't think Google handles these kinds of URLs very well. They should, in theory, but in my experience they rarely do. The problem with order variants is that you can easily spin 100s or 1000s of them and create serious indexation and ranking problems.
For this particular example, the canonical tag is probably best, but there may be cases where certain parameters have no particular value (like a "sort by" parameter). Those are sometimes better off blocked.

Agreed with Highland, this seems exactly the kind of problem canonical can fix. I wouldn't go down the road of 301ing because for parameters that simple you like aren't going to run into problems. The rule of thumb is you should act if you have more than two parameters in the URL (not sure where I read that), but I've seen Google 'figure out' up to 4 for some of my sites.
Another thing to check out is Google webmaster tools, you can set certain keywords and url parameters there to help Google 'learn' how to crawl your site. This Google blog posting might help too:

Google should recognize the difference but, just to be safe, I would add a canonical to your page so you don't have anything to worry about.

Hi,I have some questions related to duplicate content on e-commerce websites. 1)If a single product goes to multiple categories (eg. We 410'ed URLs to decrease URLs submitted and increase crawl rate, but dynamically generated sub URLs from pagination are showing as 404s. Should we 410 these sub URLs?
Hi everyone! We recently 410'ed some URLs to decrease the URLs submitted and hopefully increase our crawl rate. We had some dynamically generated sub-URLs for pagination that are shown as 404s in google. These sub-URLs were canonical to the main URLs and not included in our sitemap. Ex: We assumed that if we 410'ed example.com/url, then the dynamically generated example.com/url/page1 would also 410, but instead it 404’ed. Does it make sense to go through and 410 these dynamically generated sub-URLs or is it not worth it? Thanks in advice for your help! Jeff

Is This Considered Duplicate Content?
My site has entered SEO hell and I am not sure how to fix it. Up until 18 months ago I had tremendous success on Google and Bing and now my website appears below my Facebook page for the term "Direct Mail Raleigh." What makes it even more frustrating is my competitors have done no SEO and they are dominating this keyword. I thought that the issue was due to harmful inbound links and two months ago I disavowed ones that were clearly spam. Somehow my site has actually gone down! I have a blog that I have updated infrequently and I do not know if it I am getting punished for duplicate content. On Google Webmaster Tools it says I have 279 crawled and indexed pages. Yesterday when I ran the MOZ crawl check I was amazed to find 1150 different webpages on my site. Despite the fact that it does not appear on the webmaster tools I have three different webpages due to the format that the Wordpress blog was created: "http://www.marketplace-solutions.com/report/part2leadershi/", "http://www.marketplace-solutions.com/report/page/91/" and "http://www.marketplace-solutions.com/report/category/competent-leadership/page/3/" What does not make sense to me is why Google only indexed 279 webpages AND why MOZ did not identify these three webpages as duplicate content with the Crawl Test Tool. Does anyone have any ideas? Would it be as easy as creating a massive robot.txt file and just putting 2 of the 3 URLs in that file? Thank you for your help.

Using the same content on different TLD's
HI Everyone, We have clients for whom we are going to work with in different countries but sometimes with the same language. For example we might have a client in a competitive niche working in Germany, Austria and Switzerland (Swiss German) ie we're going to potentially rewrite our website three times in German, We're thinking of using Google's href lang tags and use pretty much the same content - is this a safe option, has anyone actually tries this successfully or otherwise? Correct URL Parameters for GWT?
Hi, I am just double checking to see if these parameters are ok - I have added an attachment to this post. We are using an e-commerce store and dealing with faceted navigation so I excluded a lot of parameters from being crawled as I didnt want them indexed. (they got indexed anyway!). Same content pages in different versions of Google - is it duplicate>
Here's my issue I have the same page twice for content but on different url for the country, for example: www.example.com/gb/page/ and www.example.com/us/page So one for USA and one for Great Britain. Or it could be a subdomain gb. or us. etc. Now is it duplicate content is US version indexes the page and UK indexes other page (same content different url), the UK search engine will only see the UK page and the US the us page, different urls but same content. Is this bad for the panda update? or does this get away with it? People suggest it is ok and good for localised search for an international website - im not so sure. Really appreciate advice.

Duplicate content mess
One website I'm working with keeps a HTML archive of content from various magazines they publish. Some articles were repeated across different magazines, sometimes up to 5 times. These articles were also used as content elsewhere on the same website, resulting in up to 10 duplicates of the same article on one website. With regards to the 5 that are duplicates but not contained in the magazine, I can delete (resulting in 404) all but the highest value of each (most don't have any external links). There are hundreds of occurrences of this and it seems unfeasible to 301 or noindex them. After seeing how their system works I can canonical the remaining duplicate that isn't contained in the magazine to the corresponding original magazine version - but I can't canonical any of the other versions in the magazines to the original. I can't delete the other duplicates as they're part of the content of a particular issue of a magazine. The best thing I can think of doing is adding a link in the magazine duplicates to the original article, something along the lines of "This article originally appeared in...", though I get the impression the client wouldn't want to reveal that they used to share so much content across different magazines. The duplicate pages across the different magazines do differ slightly as a result of the different Contents menu for each magazine. Do you think it's a case of what I'm doing will be better than how it was, or is there something further I can do? Is adding the links enough? Thanks. 🙂

How to fix duplicated urls
I have an issue with duplicated pages. Should I use cannonical tag and if so, how? Or should change the page titles? This is causing my pages to compete with each other in the SERPs.
