Why would SEOMoz and GWT report 404 errors for pages that are not 404ing?

Recently, I've noticed that nearly all of the 404 errors (not soft 404) reported in GWT actually resolve to a legitimate page. This was weird, but I thought it might just be old info, so I would go through the process of checking and "mark as fixed" as necessary. However, I noticed that SEOMoz is picking up on these 404 errors in the diagnostics of the site as well, and now I'm concerned with what the problem could be.
Anyone have any insight into this?

Ok, so now I'm seeing a real problem because the tool you provided is confirming that it is a 404, but the page IS redirecting.
Can this be because of the aggressive caching I have setup with my webhost?

Unfortunately, I only have one suggestion for you.
Throw your supposed 404 URLs into this tool http://www.tomanthony.co.uk/tools/bulk-http-header-compare/
This will allow you to check their response codes in real time to erase all doubt of whether they're 404ing or not.

How do I fix issue regarding near duplicate pages on website associated to city OR local pages?
I am working on one e-commerce website where we have added 300+ pages to target different local cities in USA. We have added quite different paragraphs on 100+ pages to remove internal duplicate issue and save our website from Panda penalty. You can visit following page to know more about it. And, We have added unique paragraphs on few pages. But, I have big concerns with other elements which are available on page like Banner Gallery, Front Banner, Tool and few other attributes which are commonly available on each pages exclude 4 to 5 sentence paragraph. I have compiled one XML sitemap with all local pages and submitted to Google webmaster tools since 1st June 2013. But, I can see only 1 indexed page by Google on Google webmaster tools. http://www.bannerbuzz.com/local http://www.bannerbuzz.com/local/US/Alabama/Vinyl-Banners http://www.bannerbuzz.com/local/MO/Kansas-City/Vinyl-Banners and so on... I have 3500 pages crawled by Google, - why is SEOMOZ only able to crawl 400 of these ?
I added my site almost two weeks ago to the PRO DashBoard, and so far only 404 pages has been crawled, - but I know for a fact that there is 3500 pages that should be crawled. Other search engines has no problem in crawling and indexing these pages, so what can be wrong here ?

Should I delete a page or remove links on a penalized page?
Hello All, If I have a internal page that has low quality links point to it or a penality. Can I just remove the page, and start over versus trying to remove the links? Over time wouldn't this page disapear along with the penalty on that page? Kinda like pruning a tree? Cutting off the junk limbs so other could grow stronger, or to start new fresh ones. Example: www.domain.com Penalized Internal Page: (Say this page is penalized due to keyword stuffing, and has low quality links pointing to it like blog comments, or profiles) www.domain.com/penalized-internal-page.com Would it be effective to just delete this page (www.domain.com/penalized-internal-page.com) and start over with a new page. New Internal Page: www.domain.com/new-internal-page.com I would of course lose any good links point to that page, but it might be easier then trying to remove old back links. Thoughts? Thanks! Pete

Why is it that in the exported CSV there are no refrerring pages shown for 404 errors?
Within some of my campaigns i can see issues regarding 404 pages. Then when i export the data to a csv, sometimes the referring pages that lead tot the 404 are not shown. Am i missing something here?
