Can good penalize a site, and stop it ranking under a keyword permanently

hi all
we recently took on a new client, asking us to improve there google ranking,
under the term letting agents glasgow , they told us they used to rank top 10 but now are on page 14
so it looks like google has slapped them one, my question is
can google block you permanently from ranking under a keyword or disadvantage you,
as we went though the customers links, and removed the ones that looked strange, and kept the links that looked ok.
but then there ranking dropped to 21, is it worth gaining new links under there main keyword even tho it looks like google is punishing them for having some bad links.

What is the keyword they are trying to rank for? A brief look at their site shows me that there really isn't much content and the title tags aren't optimized. They mostly all start with "Fine Lets Ltd" which I'm guessing is not the keyword they are trying to rank for.
So, this could be good news because there are lots of things that could be done to help them rank better. I'd be more concered if the site looked amazingly optimized and it was still ranking poorly.

The site is likley to be penalised as long as the site is breaking the webmaster guidelines. If you believe that you have corrected the issues causing the penalty you can ask google to reconsider your site here http://www.google.com/support/webmasters/bin/answer.py?answer=35843

That's not a penalty, it's just losing rankings... happens all the time. And yes Google can put permanent punishment on do but they don't tend to, in fact my understanding is it would be extremely rare... and if they did do that, it wouldn't be just for one keyword. If they penalize you, you fix the issue causing it and ask for re-inclusion. But that's not what's happened to your client. It could be the Panda/Farmer update or any number of things.

Broad keyword use
It seems that the broad keyword use is not very accurate. I have 3 very similar keywords: Dive Florida, scuba diving in Florida, Florida scuba diving. Why does the program not recognise them as broad usage when assessing the page title? And if the program cannot understand broad usage terms, how confident can we be that the program can properly measure for keyword stuffing?

Do you see sites with unfixable Penguin penalties?
Hello, We have a site with 2 Penguin update penalties (drops in traffic) and one quality penalty (another drop in traffic) all years ago, both just drops in rankings and not messages in Google Console. Now that Penguin is hard coded, do you find that some sites never recover even with a beautiful disavow and cleanup? We've added content and still have some quality errors, though I thought they were minor. This client used to have doorway sites and paid links, but now is squeaky clean with a disavow done a month ago though most of the cleanup was done by deletion of the doorways and paid links 9 months ago. Is this a quality problem or is our site permanently gone? Let me know what information you need. Looking for people with a lot of experience with other sites and Penguin. Thanks.

Can we do link building like directory, article, press releases, classifieds, business listing, social bookmarking etc. We need to check DA, Alexa, Page Rank, cBlock IP before publishing any kind of Link but how much Max or Min. no. should be for consider any website like DA should be min 20-30-40 etc.. How can consider a natural links? Which type anchor text should be in any kind of links may be directory etc. In website interlinking we should put Exact Links or no need to put any links For.ex.my website is abc.com.au then we can put link for Website Design keywords or Should be long tail keyword. How can we do content marketing means we should post blog in internal website or need to create External Blog like BlogSpot, WordPress. Determining if our ranking is due to increased competition
Hello, I'd like to give you a list of DA/PA and see if the slipping of our rank is due to competition. This if for our main keyword. Below is the top ten sites in our industry - their DA and PA for this head term. This is for the plural form of the keyword - a product term. If I don't say differently the following are where the title has the keyword in it exactly and also these are ecommerce site listings. Does this look like we are being outdone by competition or would you say that there might be some other cause: 1. DA 85, PA 38 2. DA 34 PA 34 (These guys are mostly paid links by the way) 3. DA 100 PA 55 (singular form of keyword and also informational site) 4. DA 91 PA 41 5. DA 23 PA 24 (The only thing I see about this one is that their backlink profile is very white hat and they have the nicest looking site in our niche) 6. DA 29 PA 31 (exact match domain) 7. DA 99 PA 1 8. DA 22 PA 34 (Guide including infographics - doesn't sell products themselves) 9. DA 96 PA 1 10 DA 26 PA 38 -- This is us with 57 total root domains sitewide and 43 root domains to the home page. Let me know what additional information you need.

Can you disavow a spamy link that is not pointing to your website?
We have submitted several really spammy websites to the Google spam team. We noticed they take a very long time to react to submissions. Do you know if it is possible to disavow a link that is not pointing to your website but rather to a very spammy website? Thanks

Is this a 'real site' or a spam site for backlinks
I have been asked what type of site this is? What kind of page is this? Why is this site not being punished!?
I guess this is the usual reaction to a seeing a domain rank above your own website is "They must be cheating"! However... in this case I feel more than justified. The website is aircon247.com they rank top 3 in the UK for "air conditioning" and other quite generic terms in the industry.
