SEO Consulting Agency for Strategy and Link Removal

We need your guidance on SEO Agency we can consult for strategy planning for our websites.
We received manual Partial penalty on both domain few months back and since then have seen tremendous fall in rankings for both of the domains. Have been trying to remove all spam links we found out of links we got from webmasters and disavow one's we were not able to get removed. But yet request for penalty removal not accepted.
Would appreciate your concern on helping us out if we can take help of some agency for aggressively getting our spam links removed and plan for a better strategy to improve our rankings.

Dear Moz Community, We are operating in a niche market, where there are not so many content marketing options. What we are left with are link exchanging with relevant sites that are on the same topic but to not directly compete with us. Now we know that if we link back to site A and site a links back to us - for google this is not a very good link. But, some of the sites we are exchanging links with, do not know the term follow vs no follow links. My question - if your link is to site A is a no follow link but they give us a follow link - does it mean thats a better option than a follow vs follow. Thanks for help!

SEO SEA strategy
Hi, At this time i encounter the next problem as SEO at a retailer. They increased there SEA budget on branded and non branded keywords the generate more traffic on the Adwords campaign. But Now the SEO traffic is decreasing and the SEA traffic is getting bigger and bigger. Especialy on mobile devices where you only see the adwords link and no organic link without scrolling. It's also good for the conversion rate, so we have to do this. But i am curious how other SEO's deal with this thing. What will you do to find new sources of organic traffic? Are you using more longtail keywords or low volume or other things. Like to hear from you. Grtz, Leonie

Link Building/ Off page strategy. Do we have already have a 'hook' or should we create more specific content.
Hi Guys. As part of our link building campaign I've been creating a database of people who might link to our site. We're a diary company. So I’ve been focusing on people interested in stationary, paper, pens, etc who also blog. We have a unique product at TOAD diaries, it's essentially an online tool that allows you to design your own diary. You can choose size, colour, duration, etc and also personalise the cover. So the product (we think) is very compelling and interesting. First of it’s kind. Do you think that the site itself would considered 'good content'? i.e) It's already a very interesting idea that's worth linking to. Link Building Strategy Advice
Hi, I was wondering what everyone's general strategy is for link building. We're doing it all ourselves manually (i.e. not paying $5 for 100,000 links) and are using the Site Explorer tool to find links to competitors and related websites. The majority of sites are blogs and directories which ask for payment ($50 per month for example). We're obviously looking for free links as well but we're finding that pretty much every site wants something in return (cash or reciprocal link) - unless the content is amazing, why would anyone link to another site without an incentive? We're focussing heavily on content and writing articles, blogs, press releases every week but the subject matter isn't always exciting enough for someone to really want to link to it naturally. Thoughts?
