Should I continue adding new content on the website penalized by Google?

I have a website that is imposed partial action by Google due to unnatural links. We are in the process to clean up those links. At the same time, I want to add more content to the same website. My concern is whether the new content pages will be affected by Google's action as well. Should I wait until we finish the cleanup and get a green light from Google? In addition, will it be worth doing some on-page optimization on the pages that are affected by unnatural links and Google's penalty? Please advise.

The answer really depends on what type of penalty you have, but in most cases, your whole site will be affected and the new content will likely struggle. There are some cases where only a certain part of a website or even certain keywords are affected by a penalty and new content could still thrive, but that's not as common.
Still, if you can add good fresh content then I would continue to do so! This can be a sign of good faith to Google that you are actively working on improving your website. You can even link to this content in your reconsideration request to show Google that you are doing all you can to make your website as helpful to users as possible.

If the penalty is solely related to inbound links and you are cleaning these up, the content will suffer while your penalty exists (i.e. it won't start ranking well, as it's housed on the bad domain), but once the penalty is lifted, the content should have no trouble ranking, even though it was added when the site was under penalty. The same goes for the on-page optimisation: you'd be doing this for the future, not for the present. It won't help you in the short term, but you should still benefit from the improvements when the site is no longer suffering because of its inbound links.

Although I am no expert, but my research and thinking is that if you are being hit by a domain wide penalty, then yes any new content will also suffer as it is an extension of your penalized domain.
Now even one page can cause a whole site some issues. Just as with most the homepage carries the unnatural links, so the whole site hurts because of it.

Hi, I've just noticed a few back links in Google Search Console, I was excited. But when I saw the backlinks, 2 other websites that had completely copied my content and then gave a backlink to my website. Is this bad for SEO and would google penalise my website for this?

How is this site ranked so high on Google?
How on earth does "southeastasiatravelblog.com" rank No 3 on Google for "Asian travel blog"? It's just a collection of basically PR type travel articles. I have profiled its backlinks using Open Site Explorer and 71% of them are dead. The rest seem to be mostly "run of site" links from his other websites, which aren't particularly travel or Asia related. The highest PA for a live backlink to this site is a link from within his own website (PA 27, DA 15). Most of his backlink anchors are URLs and look fairly EMD to me. The site has few shares (6 FB shares, 7 FB likes, 1 Twitter share). So what makes it rank so highly for this phrase? My site I'm comparing against is "travelnasia.com" which is a fairly new domain with a DA 23, PA 31 and about the same amount of shares but far fewer backlinks at this stage because I recently changed URLs to shake off what might have been an algorithm penalty from Google. I am now receiving a growing level of Google search traffic again, but it's a long climb back. I'm looking at strategies, which is why I was checking out the site above.

Backlinks from archived content? SEO penalty?
I'm curious, if I go to webmasters and suggest a change to an article in their archives (convincing them that the new link offers more value to their readers), how would Google look at that? It seems to me that if a two-year-old article all of a sudden gets a new link, it might look fishy, and might even bring penalties with it. Thoughts?

Penalized?
In late November, our site experienced a dramatic loss in serps across several pages. Since this time, we have been trying all sorts of recommendations that included adding the +1 button, adding Facebook like button, differentiation link types and so on. At the time that all of this happened we also noticed a few problems in GWT concerning inaccessible pages, pages not found and other problems. We have come really close to fixing all of the technical problems, our pages load quickly and have even added the +1 buttons. Unfortunately, there doesn't seem to be any improvement. Now people are saying that when our site was built, about 5-years ago, the url's had keywords stuffed into them. Admittedly, they are long but from what I have read making a series of redirects may not be an optimal solution and will take a long time to see any potential benefits. All of the listed url's in the image below have been on the first page in google for the listed search phrase. While they are still indexed, they are very difficult to find. I would like to solicit the help from people with real world experience in diagnosing a problem like this one? Is this an offsite problem, onsite problem, hosting issue or something else? How do I distribute blog content?
Morning Mozzers! I work for an online wedding retailer and we add new, unique, high quality content to our blogs on a daily basis. After adding the new content we Tweet it and mention it on our Facebbok page. My question is this: how can I distribute the content to generate back links?
