How to improve your CTR?

Yesterday I started analyzing some of my keywords (Search Queries in Google Webmasters) and I'm not happy with some results.
Some of them are doing pretty good and some just suck!
For example avg position 1.0 and a brand name keyword gets me 98% CTR - Awesome. Would be happy with 80%.
Another keyword which is pretty important for us, avg position 1.2 gets only 8% CTR. What the **** ? Is Google Adwords killing my results? This keyword is very competitive. I believe that meta description is pretty good compared to another results from the organic search.
Some keywords that rank on average 3.5 gets better CTR but are not getting so many search queries.
The keywords are in Lithuanian, so I don't see the reason to post them here.

Hmmm. Sometimes it just seems to go like that. And, yes, I suspect Adwords may be the cause. I experience something similar with a certain location based keyword that is ranked #1 and have to use Adwords to get the required clicks. And yet, another similar location keyword we target can achieve the same click throughs at a lower ranking without Adwords.

Content Page URL Question
Our main website is geared toward the city where we are located and includes the city name in content page URLs. We also have separate websites for three surrounding cities; these websites have duplicate content except the city name: MainWebsite.com

We have well established Google business locations for all four cities. We will keep all locations, replacing the location website with the main website. Meta descriptions in other languages than the page's content?
Hi guys, I need an opinion on the optimization of meta descriptions for a website available in 6 languages that faces the following situation: Main pages are translated in 6 languages, English being primary >> all clear here. BUT The News section includes articles only in English, that are displayed as such on all other language versions of the website. Example:

etc. Because we don't have the budget right now to translate all content, I was wondering if I could add only the Meta Titles and Meta Descriptions in the specific languages (using Google Translate), while the content to remain in English. Would this be accepted as reasonable enough for Google, or would it affect the website ranking?
I'd like to avoid major mistakes, so I'm hoping someone here on this forum has a better idea of how to proceed in this case.0 -

How many backlinks from one domain?
How many backlinks from one domain is too many? 1? 3? 10? For example, directory listings. If you have 5 separate links to one website in lets say DMOZ (good for you!), is it really only "juicy" one time? Or each one just as awesome? What about multiple guest articles on a related website? If I had 2 or 3 articles on one website that each have different contextual links, is it just the same as if I had one article?

Improve my on-page SEO
Hello, I am a photographer based in the UK, I have recently increased my prices, so SEO has become more important then ever as I need to target additional cities and wedding venues. I am looking for suggestions on ways I can ethically improve my websites on-page SEO and regional landing pages. I am running out of ideas, so any suggestions would be welcome. Do you think search engines will see these regional pages as low quality spammy pages are they not advised! If so how can I target other cities with out paying for PPC. Home page Additional Issues Is the 404 server script any good? I also have an issue, with old deleted wordpress pages, redirecting them even though there are no redirects set up in SEO yoast. I am not sure the server script on the shared hosting for 404 errors is any good, does anyone have any experience with this. Improving SEO with no blog
I have a client who understands the value of content for SEO - however getting them to provide some content has proven an impossible task. I've tried every way to make it easy for them. I've offered to come over to their office myself and see if I can just take 15 minutes of their time and record their answers to a few questions. The response is that's a great idea, we'll set up a time...and no time is ever good. So I've thought, what can I do without them? Unfortunately, their industry is so technical and so niche I'd need to have a law degree to even begin to understand exactly what they do, and as they are in law it's probably better to have no content than content with something even slightly incorrect in it. For now, all I can do is summarize and share news from a government website to their social media accounts. It's not highly effective. Their on-page SEO for the main site is completely optimized. I've placed them in every free listing I can possibly find - both industry and local sites. I have them update me on any local events, conferences and/or trade shows they attend for possible backlinks. What else can I do? I suppose I fear that if I can't provide them any additional results, they will stop seeing the value in SEO services, and I'd have a hard time disagreeing as I can't think of what else to do for them.
