Does reciprocal linking carry any value?

No matter how much I research this one, there's no definite answer and there's a lot of contradictions.
Basically we're looking to launch an article on 24 expert interior design tips for 2015. Each tip is submitted from a different interior designer we have chosen who have a reputable, trusted website.
The main goal for this article is to generate various inbound links for our site from the designers and it will help to create engagement on social media. Although if we're giving out links to these designers for their contributions, the inbound links we receive in return will be little or no value as this is reciprocal linking?
Some say this is okay as it's completely natural within the blog posts, others say to avoid it as it can be seen as an obsolete practice to deceive Google. Does anyone have any more information on this and how it should be carried out?
Would a better process be to link to their social media accounts? Rather than reciprocal linking?

What you are describing is nothing to be concerned about. It is a completely natural process when content is being created for there to be some form of reciprocal linking. This is especially true in list-pieces such as the one you are describing. There is no real need to avoid linking directly to them, and certainly nothing to worry about with regards to their social media accounts.
What Google is trying to get away from is people creating websites to link to each other using the same hosting or from the same webmaster. This is what leads to penalties. From their perspective, you are all (likely) on separate hosting, you all have different webmasters, and you are clearly recognized brands that are completely separate from one another. This is the kind of article they would want to see show up and is unlikely to create any unwelcome attention.
The links you receive will have plenty of value, assuming you are not being linked-to extravagantly over and over from the same domain. It's totally normal to see a couple of pages on a single domain link to another, but it gets to be spammy when you begin seeing 10's, 100's or even 1000's of links coming from a single source.
What you are describing is normal content creation - something Google has been adamant about for years. I don't think there's anything for you to worry about here.

#Page Jump link sharing
Hi I'm managing an in-house link building campaign in order to help in our key search term 'Location Holidays'. We were historically number 1 for this term until a recent re-design in May where our web design agency butchered our SEO. All of the main issued fixed, we're now fluctuating between 3rd & 4th on a daily basis. I'm putting together a social share comp to promote through the press in order to boost our backlink profile. We're nesting the competition within the body of the page we want to improve the rankings for. I will be including a #page jump link to quickly access it as it will be further down the page. My question is that if we get press to link to http://holidaycompany.com/destination/#comp will http://holidaycompany.com/destination/ receive the link juice or will http://holidaycompany.com/destination/#comp be looked upon as a whole new page? Why would a link shown on OSE appear differently than the page containing the link?
I recently traded links with a site that I will call www.example.com When I used open site explorer to check the link it came back with a different page authority as www.example.com/index.htm yet the link does appear on the www.example.com page. Why would this be?

How do you find bad links to your site?
My website has around 900 incoming links and I have a Google 50 penalty that is sitewide. I have been doing research and from what I can see is that the 50 penalty is usually associated with scetchy links. The penalty started last year. I had about 40 related domains to my main site and each had a simple one page site with a link to the main site. (I know I screwed up) I cleaned up all of those links by removing them. The single page site still exist, but they have no links and several of them still rank very well. I also had an outside SEO person that bought a few links. I came clean with Google and told them everything. I gave them all of my sites and that the SEO person had bought links. I gave them full disclosure and removed everything. I have one site that I can't get the link removed from. I have contacted them numerous times to remove the link and I get no response. I am curious if anyone has had a simular experience and how they corrected the situation. Another issue is that my site is "thin" because its an ecommerce affiliate site and full of affiliate links. I work in the costume market. I'm also afraid that I have other bad links pointing to my site. Dooes anyone know of a tool to identify bad links that Google may be penalizing me for at this time. OSE Link Differential
I have the chrome toolbar installed. In the SERP a site I was looking at had 686 links from 12 domains linking to the root domain. When I checked this site in OSE with filters set to all pages in root domain it shows 65 links from 12 domains. Can anyone explain the difference?

Following on from earlier Q, what do you all use to count links out from a page. I believe there is a bing tool which does this, though rather than a list of sites a simple number would be ideal?

InSite Linking Best Practices
When creating links within your website, is it bad to have a anchor text link pointing back to the same page? Say the page the homepage is optimized for "credit cards". If I have a "credit cards" anchor text link on the page the link points to, is that bad practice? Secondly, if it's better to put that link on a different page, wouldn't I be placing a keyword that's optimized for a different page on the wrong page? (hopefully I'm making sense) Any guidance would be greatly appreciated!
