David Liu is right, Google still not have any such mechanism which can instantly identify the bad or good. But what I don't agree with is "obeying the mantra 'build great content and they will come' will take you a long time to get where they are, if it ever does get you there"
Start targeting the top notch blogs in your industry to get referral links and recommendation, and it won't take much time to take you to get where your competitor is. Make sure the content you share bring some value to the blog force readers to share it with their social/ personal network.
My website is Adcart.com, we were no where, some 3 months back, in Google search results. But now you can enter any keyword, which comes to your mind by looking at our website and we rank in first 15 results and in top 10 for almost 90% queries. We just published in 13 high quality articles in exceptionally high quality blogs to achieve these results.

First off you don't need to worry about the IE, most of the people have stopped using IE only because these issues. Check the following Browser Statistics and Trends
2014 (April)
Chrome 58.4%
IE - 9.4%
FF - 25.0%

Though, if you're still concerned about your website IE compatibility, you might need to use some IE hacks as you would be using some attributes or features which IE doesn't support.
I found a solution to a problem wihich is something similar to your issue:

It is better to first remove that information and once update then try adding new details.
If you want to delete any specific information that you’ve added to your page, follow these steps:
- Make sure you're using Google+ as your page.
- Choose Dashboard from the left hand drop-down menu and click Manage this page for the page you’d like to edit.
- Click Edit page or Edit business information (for local pages) in the upper right hand corner of the screen
- Click the section that you want to change. Instead of updating the information, click the X to remove it.
- Select Save.
Please be aware that even though you’ve deleted it, some of the information you’ve added about your business may take up to 60 days to be deleted from Google's active servers and may remain in their backup systems for an additional period of time. If you don't use hreflang="x-default" there can be some potential search issues:
1. Searchers of a particular language/region aren't shown a URL tailored to them when one exists.
Google might show:
www.example.com/en-us/product-item (in Google UK - searcher was searching for example product item)2. Search results might disply two similar URLs from yoru site, confusin users
3. Search engine might not be aware of all language variations
However, if the main index page (www.example.com) doesn't exist and has been 301 redirected to en-us then you can keep en-us as your default page and use .
Or, if you've have a URL that doesn't consistently serves content in one language - perhaps it redirects to different language pages based on the user's IP, or it dynamically serves different language content on the same page, or it's a page which only asks the user to select their preferred home page then your hreflang value can be x-default. x-default signals to search engines that the URL's language is broad, rather then specific
Hreflang doesn't harm in any which way even if you're using proper redirects

However, if you still want to create multiple listings:
You landing pages should have accurate physical address mentioned on them (No P.O. box) with different phone numbers for each location

Firs off don't don't build links for same keyword (if you're).
Second, if these links have not been crawled by Google for last 15 days, then they are not at all quality links. Though, as Erwan mentioned do check for those backlink Google Webmaster Tools, MOZ to see they these tools are able to crawl them or not. If They're also not able to crawl them then those links are of no value.

As far as my knowledge is concerned about supplemental index. Google has two types of indexes, the main index and the supplemental index. And site can be in supplemental index because of any of the following reason:
duplicate content
low/thin quality content
lack of quality links (most obvious reason)
as far as the passing of link juice is concerned so I don't think Google passes any link juice.
This is the high to improve your link portfolio with high quality (irrespective or PR) links and remove all junk code and content from your website.

And yes, you can submit your business (offline/online) in any of these directories but you should prefer only domain related directories, as you would get better results from there.
Page Rank really doesn't matter as long as the website/directory is authentic, relevant and is of high quality.
As far as the advantages are concerned so you get good referral traffic, in some cases back link as well, it also helps you to get some good reviews as most of such directories provide their customers/visitors with a functionality to vote or review any business which they have used or like. So you build a positive image among the customers and in the eyes of search engines as well.

Okay, lets do it step by step.
First, if it's a product website, create a separate feed for products and submit the sitemap with Google.
if not, that may you would have separate news/articles/videos sections, create separate xml sitemap for each section and submit with Google
If not, make sure to have only search engine friendly URLs, who says rewriting 200,000+ pages is costly, compare this cost with the business you'll loose when all your products would be listed in Google. So, make sure to rewrite all the dynamic URLs, if you feel that Google might face problem in crawling your website's URLs
Second, study webmaster tool's data very carefully for warnings, errors, so that you can figure out the issues which Google might have been facing while visits your websites.
Avoid duplicate entries of products, generally we don't pay attention to these things, and show same products on different pages in different categories. Google will filter all those duplicate pages, and can even penalize your website because of the duplicate content issue.
Third, keep promoting, but avoid grey/black hat techniques, there is no shortcut to the success. you'll have to spend time and money.

Out of millions of links Matt is points out to a few websites that WPMU is linked with these thin/low quality websites, so doesn't that mean that if any of my competitor add my website on 20 - 25 such poor quality sites or directory, it'll effect my website's performance.

Competitors Developing Spammy Link For My Website
Well Guys there are lot of discussions in almost all the communities, blogs, forums about Post Penguin impact.
Google says that if find that you're involved in any link building activities, we may penalize you. People out there have already started their developed links.
But what if our competitors would have developed those links. Initially it was okay to develop one way links, I even developed lot of quality, but deliberately, links. around 95% links are placed manually, if return to some favor or money but all links looks natural.
Most of the links I developed through content only, like articles, blog comments, PR submission, etc now really skeptical about the quality (after hearing lot of talks and reading n number of posts).
Now, can I also submit my competitor's websites in 1000 topic directory (obviously not in any spammy directory), would it effect that website adversely?
What if I spun an existing content and submit it into 500 article directories and give backlink to competitor site from using only one anchor text (which is obviously the main keywords - highest sales generating keyword)
I look forward to some experts comments.

However, there is no doubt that facebook has a great impact and gives nice boost to your website traffic and search engine rankings as well, but using it on checkout page, may be not a good idea, unless the payment is already made as you might lose a customer because of some technical errors, etc.

I would suggest you to talk to you programmer/developer to re-write the dynamic URLs into static, which I am sure they can easily do.
second thing, make sure to delete all the duplicate pages or use rel=unfollow. using 301 for all the duplicate pages is not a bad option but not a permanent solutions. It is better to re-write all the dynamics urls into static one, delete all the dups pages and then 301 redirect all the deleted pages to the originals.
for multilingual you can use the following code:
The tag enables you to say, “This is for Spain. this is for Germany
The rel="alternate" hreflang="es" annotations help Google serve the Spanish language or regional URL to searchers

Well to answer you question. Yes, you should always use xml sitemap also submit it with search engines. It helps search engines to access all the pages of your websites. If fact you can even tell search engines about your most important and less important pages.
It also enables you to tell Search Engines about the content update frequency so that search engine could crawl those again which you update daily/ weekly.
Furthermore, there is no problem if you update the XML file daily as long as you're not removing pages. However, if you need to remove pages, keep them in sitemap for at least one week and redirect old pages to new ones.

2. Considering latest penguin update, if you re-do your site and make it live with well optimized (white hat only) pages and site structure. load speed, accessibility, content quality, etc. if all these points have been taken care of, there are no chances of rank drop, in fact it should improve.
P.S. don't concentrate to much on keywords, use them naturally/genuinely. Create attractive/meaningful meta tags.

We just asked people to write a piece of content for us on their blog/website (genuine website/blog) and share that content with us via Twitter/facebook as a proof that you've wrote something about us and have published as well with a backlink.

File extensions doesn't make any difference. I think you must have read about static page vs dynamic pages.
Generally aspx or php is used for developing a dynamic websites (database driven websites). But, even if you're developing any such website you can deal with by URL re-writing. You can ask you developer/programmer to re-write the URL into SEO friendly static urls, i.e. without query (?) string in URL.

I would suggest to run only one web site and then use the visitors IP address to insert relevant content into the site. So the web site content will change according to where the visitor comes from.
Creating multiple domains in same language with identical content might attract penalty.
Or else, do whatever you're thinking but ensure to keep the content unique, even if you're using IP delivery.
