Can keyword in onpage links be seen as spam?

My seo strategy relies heavily on a lot of great relevant content on the domain. To achieve this, I have a section with 'information docs' on each product page. They are lists with links to informational pages relevant to the product.
For instance;
On this product page there are 30 links to articles;
domain.com/apples/how-to-store/
domain.com/apples?recipes/etc.
The anchor texts of these links are the titles of these articles, so on the product page the list of links looks like this:
How to store apples
Recipes with applesetc.
Question: Are those keywords in the links (apples) counted as onpage keyword usage an can it be seen as keyword stuffing by Google?

Wouldn't you say much of SEO is based on opinion and speculation because Google will never reveal all their methods? Sure, there are some things that can be proven beyond a shadow of a doubt, but they are few and far between.

Agreed, and also the reason I asked this, I haven't come across this kind of proof yet.
I would think Google, will distinguish incontent keywords from the ones in link anchor texts, but I'd like to be a little more sure on that..

I see lots of what appear to be "opinions" as answers here.
Does anyone have a link to an article with data that clearly ties keyword links in articles that connect to pages on the same site being a genuine problem that has been penalized? A video or blog post where a Googler such as Matt Cutts is quoted would also be great proof.
If this was a problem then sites like Wikipedia would be in big trouble.

It can be considered as spam depending on how many you use. Try avoiding site-wide and navigation links using the same Anchors. I would recommend that you build your content trying to provide relevant information to searchers rather then relevant keywords for rankings.
Also, if you use a lot of keywords you should also have a lot of great links since this is how you can judge a great content.

Isn't it so frustrating how we say not to design for search engines, but for users instead; but when we are doing something that makes the most sense from the user's perspective but it's potentially something Google wouldn't like, we have to change it? It's completely ridiculous. Google rules the Internet.

The page with the most info docs contains 55 links to those info docs, 38 of them have the keyword in the anchor.
I wouldn't know how to list them elsewhere, while still letting them support the product page.. Maybe I'll have to try to remove the keyword out most of the anchors, as mr. Weiss suggests..

It's the sheer volume of them that is the main problem. Is there a way (that makes sense) to not have them all listed on the same page?

yes,it can be considered spammy especially if you have tons of navigation links/anchor text all with apple in them.
You can add some but I would remove them in places that don't make sense for the reader.

Hi Mozers, I have a question about the news that Google Chrome will start blocking mixed content starting in December 2019. That starting in December 2019, users that are presented insecure content will be presented a toggle allowing those Chrome users to unblock the insure resources that Chrome is blocking. And in January 2020, Google will remove that toggle option an will just start blocking mixed content or insecure web pages. Not sure what this means. What are the implications of this for a HTTPS page that has an HTTP link? Thanks, Yael

Best way to link to 1000 city landing pages from index page in a way that google follows/crawls these links (without building country pages)?
Currently we have direct links to the top 100 country and city landing pages on our index page of the root domain.

I would like to add in the index page for each country a link "more cities" which then loads dynamically (without reloading the page and without redirecting to another page) a list with links to all cities in this country.
I do not want to dillute "link juice" to my top 100 country and city landing pages on the index page.
I would still like google to be able to crawl and follow these links to cities that I load dynamically later. In this particular case typical site hiearchy of country pages with links to all cities is not an option. Any recommendations on how best to implement?0 -

I am starting to use the Moz pro tools like optimizing on page SEO for keywords and looking for opportunities. I know link building is a huge part for getting rankings on keywords in google search. Link Building Strategy?
If I use unique content written from writers & post it to good sites (free blogs, bookmarking, directory, articles sites, etc.) having nice good cache, good PR, different IP's do i still have a chance of get hit by Spam actions of google? Planning to do like just 30-50 a month all with unique content or say 1 unique content then re-written & used not more than 3 times. If not this then What else would you suggest? One more thing to add up, like i have 1000+ pages out of which i have like 80-90 pages that matters to me (important pages) then how do I spin the anchor text between all the pages. Should i spin them between 1000+ pages or use only 80-90 IMP pages. If the content is 300 words let say then how many anchor tags should i have?

Keyword not ranking but keyword within a phrase is?
Hi Guys, Google is not indexing the keyword ‘e liquid’ for www.cloudstix.com/e-liquid and it's driving me insane. I cannot understand why, can anyone please shed any light! -On page we have used variations e liquid, e-liquid, eliquid. -The e-liquid product pages are canonicaled to www.cloudstix.com/e-liquid. -3 other pages regarding e liquid were 301 redirected to the page passing good authority. I did this as I believed these pages conflicted as they seemed to target e-liquid. -‘e-liquid’ is being used as an anchor throughout the website pointing to www.cloudstix.com/e-liquid. -The ‘e liquid’ page has generally good authority PA 22, DA26. -The website has good anchor text linking to the site, all relative and e liquid related, along with brand links. Currently the keyword ‘e liquid’ brings up the home page www.cloudstix.com ranked 100+. What’s strange is the other terms relating to 'e liquid' bring up www.cloudstix.com/e-liquid for example: ‘e liquid uk’ ‘the best e liquid’ and ‘e liquid cloudstix’. Any ideas on what the problem may be. Would appreciate any advice on this. Thanks guys! Liam

Keyword Research: How best to target keywords without using a region as part of the search query.
When doing keyword research and trying to rank for a keyword. I am wondering if we need to localize the query by adding a city to it. For example Phoenix Web Design vs. just targeting web design since Google is localizing search results now. Then when creating content and optimizing the site do we just put the keyword in the title and page content or do we also add the region/city to the keyword phrase? Any insight would be appreciated.

What are your thoughts on using Dripable, VitaRank, or similar service to build URL links too dilute link profile???
One of my sites has a very spamy link profile, top 20 anchors are money keywords. What are your thoughts on using Dripable, VitaRank, or similar service to help dilute the link profile by building links with URLs, Click Here, more Info, etc. I have been building URL links already, but due to the site age(over 12 years) the amount of exact match anchor text links is just very large and would take forever to get diluted.
