Best practices around translating quotes for international sites?

I'm working on a site that has different versions of the same page in multiple languages (e.g., English, Spanish, French).
Currently, they feature customer testimonial quotes on some pages and the quotes are in English, even if the rest of the page is in another language.
I'm curious to know what are best practices around how to treat client quotes on localized languages pages. A few approaches that we're contemplating:
1. Leave the quote in English and don't translate (because the customer quoted doesn't speak the localized language).
2. Leave the on-page quote in English, but provide a "translate" option for the user to click to see the translated version. The translated text would be hidden until the "translate" button is selected.
3. Go ahead and translate the quote into the local language.

I think the best thing to do is to leave it in English and use quotation marks to mention to Google that it is a quote for someone.

How to approach SEO for a national umbrella site that has multiple chapters in different locations that are different URLS
We are currently working with a client who has one national site - let's call it CompanyName.net, and multiple, independent chapter sites listed under different URLs that are structured, for example, as CompanyNamechicago.org, and sometimes specific to neighborhoods, as in CompanyNamechicago.org/lakeview.org. The national site is .net, while all others are .orgs. These are not subdomains or subfolders, as far as we can tell. You can use a search function on the .net site to find a location near you and click to that specific local site. They are looking for help optimizing and increasing traffic to certain landing pages on the .net site...but similar landing pages also exist on a local level, which appear to be competing with the national site. (Example: there is a landing page on the national .net umbrella site for a "dog safety" campaign they are doing, but also that campaign has led to a landing page created independently on the local CompanyNameChicago.org website, which seems to get higher ranking due to a user looking for this info while located in Chicago. We are wondering if our hands are tied here since they appear to be competing for traffic with all their localized sites, or if there are best practices to handle a situation like this. Thanks!

What is the best way for a UK company to source SEO Support to boost SERPS in USA Google?
We are a niche web retailer with a world leading product and as such are probably the best option for USA customers (even though we are based in the UK) up to 18 months ago google agreed and placed us high for USA searches and we had good business as a result however since penguin (or around that time anyways) google increased our SERPS for more local markets (UK and EUROPE) and decreased our ranks for USA with a consequent reduction in our USA sales We want to improve rank again in USA (and Canada and Australia and Russia) but need specialist help What's the best way to source that? Local SEO does not apply in my case, since my website is not a business nor have a physical address. International site, be visible on both .com and .co.uk?
Do you guys have any tips to increase the visibility in both Google.com and Google.co.uk? The site today, have good visibility in USA, but its poor in the UK... Information: The server is based in US. No region is set in the Google Webmaster Tools. Incoming links are from global regions, mostly US. Do we need to add a specific section for the UK (uk.site.com or site.com/uk/) and specify region in GWT to make sure Google handle this the right way? Its a lot of work, rewrite all the content for another section, which also is in english...

You have established a Google places profile and incorporated schema data to tell Google your fixed place location. In addition you operate in several nearby towns with no fixed location presence. i.e Brentford, Bromley, Catford, Cheswick and Tottenham. I create a feature rich page on 'How to find a quality plumber'. HELP, My site have more than 40k visits by day and the server is down, I do not want all this visits...

I have a website for a local spa in ecuador, this website have a blog with some tips about health... and suddenly one of the articles goes viral on south america profiels on FB and I am receiving 40k visits by day from other countries that are not interested to me because my site is for a local bussines in ecuador... I already block some countries by IP , but Im still receiving visits from other south america countries, for this reason My hosting server company put down my website and I can not put it back online beacuse this thousands of visits use more than the 25% of the CPU of the server and the hosting company put down my website again...
